Duties

The primary purpose of this position is: To coordinate and direct Air National Guard Air Force Reserve Command Test Center (AATC)-wide test planning, support, and reporting for higher headquarters tasked acquisition programs. Coordinates and directs test planning and reporting methods and procedures. Prepares/edits/staffs position/information papers, test plans and reports. Ensures Test Center-wide compliance with test and evaluation policy and procedures. Represents AATC with a variety of installations and functional area organizations.

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Category II_/Type_5 / Code O. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector) which includes: A mastery of analytical and evaluative Air Force acquisition and tests and evaluation methods. Expert knowledge of higher headquarters regulations and instructions that affect Air Force test and evaluation. Ensures that all test plans and reports are in compliance with all local and higher headquarters directives. This includes evaluating and interpreting new or modified directives for projected impact on the agencies test activities. In depth understanding of military command structure, missions, programs, and organizational relationships to ensure continuously evolving Air Force-wide test policy and procedures compliment the Test Center mission and objectives. Maintains a thorough knowledge of quantitative and qualitative methods and techniques for developing complete evaluation frameworks with verifiable evaluation criteria for every test project. Directs development of new procedures for test and evaluation which typically require management of organizational research operations. Studies and analyses are of such scope that they require leading a team effort. New test procedure development typically requires identifying and implementing new measurement techniques and advanced analytical and statistical methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A mastery of analytical and evaluative Air Force acquisition and test and evaluation methods and thorough knowledge of quantitative and qualitative methods and techniques for developing complete evaluation frameworks with verifiable evaluation criteria for every test project. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of publishing concepts, practices, standards, and technologies and skill in applying desktop publishing technology to draft, edit, design, and develop manuscripts into camera-ready copy. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing, using a high degree of tact and diplomacy, to prepare and present surveys, reports, proposals and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
