You will serve as a Management and Program Analyst of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will oversee the development, installation, and maintenance of new and/or upgraded software applications for the directorate. You will manage electronic systems to ensure databases are current and fully populated with key information. You will evaluate and report on the effectiveness and efficiency of program delivery and management of departmental programs. You will develop and recommend policies and procedures for the efficient management of electronic systems.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector: 1) Identifying, organizing and maintaining information management systems to determine its importance and accuracy, and communicates it by a variety of methods; 2) Understanding and interpreting technical material, rules, regulations, and instructions; 3) Planning, coordinating, and executing business functions, resource allocation, and production; and 4) Writing information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling and oral presentations.
