About the Position: This is a Management Analyst position with USACE Little Rock District, Resource Management Office. This position is located in Little Rock, AR. This position may be filled at the GS-11, with promotion potential to the GS-12 or filled at the full performance GS-12 grade level. Promotion to the full performance grade level is at the discretion of management.
Duties
Responsible for the District's Manpower Management Program.
Serve as liaison between managers and their staff, the Budget Branch, and other staff offices connected with the labor budget and manpower process.
Perform complex analyses to develop Command manpower resource allocations by division/office.
Independently initiates and completes corrective actions once problems are identified.
Provide advice to management on manpower issues impacting operations.

FOR THE GS-11: Specialized Experience: One year of specialized experience which includes: 1) Monitoring the district's manpower execution to help determine manpower requirements AND 2) Coordinating necessary corrective actions affecting manpower utilization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
FOR THE GS-12: Specialized Experience: One year of specialized experience which includes: 1) Reviewing and approving all requests for personnel actions affecting manpower utilization AND 2) Creating manpower reports and other resource management information for leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education
