This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing.
The duty station for this position will be a home-based worksite or other non-HUD owned space anywhere within HUD's Region 6 or 7 which encompasses the states of Arkansas, Louisiana, New Mexico, Oklahoma, Texas, Kansas, Iowa, Missouri, Nebraska
Duties
As a Program Analyst, you will:
Serve as an expert advisor on all aspects of quality assurance for the public housing programs, including housing agencies (HA) performance, cost containment data integrity, and Departmental requirements.
Analyze data from a variety of systems in making determinations regarding the compliance and performance requirements of the HAs in administering public housing program funds for maximum benefit in their local communities.
Perform complex review and analysis of a wide variety of performance, leasing, financial, and market data to determine the effectiveness of public housing agencies (PHAs) performance and or the programs operations.
Recommend appropriate solutions to complex operational problems and takes an active role in presenting, implementing, and or overseeing the needed changes.
This is a mobile position, selectee will be required to work 100% of the time in a non-HUD owned space, 50% of that time will require the employee to travel to sites outside of their homebase site. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free, home-based worksite with reliable high speed internet connectivity. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirement.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Performing on-site and remote monitoring reviews and analysis of financial or program policies, procedures, and practices in meeting established goals and objectives; AND
Utilizing a variety of computer applications to gather and analyze data or project future trends; AND
Recommending ways to improve the productivity of work operations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
