The purpose of this position to serve as Community Planner to develop and maintain the Comprehensive Plan to provide a complete, well-ordered and functional installation. The Comprehensive Plan is the document that presents in electronic, graphic, narrative and tabular form the present composition of the installation and its planned development.
Duties
Formulate, plan, and implement techniques, and develops broad strategies and procedures to conduct the comprehensive planning process that are complex in nature, and are of considerable scope.
Review and coordinate document preparation, implementation, and maintenance of the Base Comprehensive Plan (BCP).
Maintain the Air Installation Compatible Use Zone (AICUZ) program.
Implement the Interagency/intergovernmental Coordination for Environmental Planning (ICEP) as it pertains to the BCP, the Housing & Community Plan, AICUZ studies.
Represent the base in all areas of community planning at meetings, conferences, and bearings
Keeps abreast or emerging technolgies to ensure programmed development will not prematurely become obsolete.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in serving as advisor to the installation commander/executive leadership, base civil engineer, and other base elements on a full range of complex comprehensive planning processes. Plans contain many variables and complex technical planning questions. Develop, review, analyze, and provide recommendations on the impact and relationships of different physical, economic, social, and functional elements of base projects and possible effects on the surrounding community. Prepare appropriate reports in narrative or graphic form. Decisions making in regard to a multitude of complex planning problems related to a variety of land uses involving conflicting factors, economic growth and the social and cultural welfare of communities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Professional knowledge of the techniques and philosophy of comprehensive planning, and channels to use in obtaining or disseminating information.
Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are complex in nature; and identify changes and trends.
Knowledge of automated systems and programs such as Computer Aided Drafting and Design (CADD), special Information System (GIS), information management, project tracking, and other software programs.
Skill in conference techniques; and communicating orally and in writing with clarity, conciseness, and persuasiveness.
Ability to arrange and conduct conferences.
Ability to relate the effect of community planning decisions on the mission and goals of the installation; develop and evaluate planning projects for technical validity; and prepares analytical reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
