The primary purpose of this position is to perform comprehensive planning functions not always covered by precedent, professional practice, or policy. Planning problems are complex in nature and are of considerable scope.
Duties
Formulates, plans, and implements techniques, and develops broad strategies and procedures to conduct the comprehensive planning process that are complex in nature, and are of considerable scope.
Reviews and coordinates document preparation, Implementation, and maintenance of the BCP,
Maintains the Air Installation Compatible Use Zone (AICUZ) program.
Implements the Interagency/lnter-governmental Coordination for Environmental Planning (IICEP) as it pertains to the BCP, the Housing Community Plan, AICUZ studies, transportation studies, and individual construction projects, etc_
Represents the base In all areas of community planning at meetings, conferences, and hearings,
Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.
Requirements
- This position may require membership in professional organizations and professional registration may be encouraged.
- Certificate from the American Imtitute of Certified Planners (AICP) is strongly preferred.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Community Planning Series located here, All Professional Engineering Positions located here, or Architecture positions located here.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing activities related to human as well as physical aspects of facility planning, to include utilization, optimization, and project planning/programming in support of an installation; interpretation or extension of policy guides, substantial modification of techniques and procedures, or the development of innovative approaches to solve specific problems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
I. Professions! knowledge of the techniques and philosophy of comprehensive planning, and channels to use in obtaining or disseminating information.
2. Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are complex in nature; and identify changes and trends.
3. Knowledge of automated systems and programs such as Computer Aided Drafting and Design (CADD), Geo-special Information System (GIS), information management, project tracking, and other software programs.
4. Skill in conference techniques; and communicating orally and in writing with clarity, conciseness, and persuasiveness.
5. Ability to arrange and conduct conferences.
6. Ability to relate the effect of community planning decisions on the mission and goals of the installation; develop and evaluate planning projects for technical validity; and prepares analytical reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENTS FOR 0020:

Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
