The primary purpose of this position is to serve as Community Planner to develop and maintain the Comprehensive Plan to provide a complete, well-ordered and functional installation for AFMC, 96 CEG/CENPL, Eglin AFB FL.
Duties
Formulates, plans, and implements techniques, and develops broad strategies and procedures to conduct the comprehensive planning process that are complex in nature, and are of considerable scope.
Reviews and coordinates document preparation, implementation, and maintenance of the BCP.
Maintain the Air Installation Compatible Use Zone (AICUZ) program.
Implements the Interagency/lntergovernmental Coordination for Environmental Planning (ICEP) as it pertains to the BCP, the Housing & Community Plan, AICUZ studies.
Represents the base in all areas of community planning at meetings, conferences, and bearings.
Keeps abreast or emerging technologies to ensure programmed development will not prematurely become obsolete.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, All Professional Engineering positions located here
Basic Requirements
1. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. NOTE: You must submit a copy of official transcripts
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
2. Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position applicant must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-02, or equivalent in other pay systems. Examples of Specialized experience is experience in professional environmental principles, practices, techniques, and procedures to effectively perform project development, execution, training, and advisory services, experience in troubleshooting environmental problems requiring investigation of unsanitary or questionable conditions, and experience in Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices; health, safety, and security practices. NOTE: You must submit a copy of official college transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of the techniques and philosophy of comprehensive planning, and channels to use in obtaining or disseminating information.
2. Knowledge to gather, assemble, and analyze facts; draw conclusions; devise solutions to problems that are complex in nature; and identify changes and trends.
3. Knowledge of automated systems and programs such as Computer Aided Drafting and Design (CADD), Geo-spacial Information System (GIS), information management, project tracking, and other software programs.
4. Skill in conference techniques; and communicating orally and in writing with clarity, conciseness, and persuasiveness.
5. Ability to arrange and conduct conferences.
6. Ability to relate the effect of community planning decisions on the mission and goals of the installation; develop and evaluate planning projects for technical validity; and prepares analytical reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
