Duties

PRIMARY PURPOSE: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Concept Assessments and Capability Integration Branch. Provides technical guidance, expert advice, and assistance concerning the conduct of SOF functions and responsibilities at the strategic, operational, and tactical level. DUTIES: Plans, organizes, and directs the activities of the Concept Assessments and Capability Integration Branch, ensuring that capabilities solution policies and plans complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents Concept Assessments and Capability Integration Branch with a variety of Division and Directorate functional area organizations. Plan, organizes, and directs the activities of the Concept Assessments and Capability Integration Branch by translating strategy and policy guidance into management actions to ensure mission accomplishment. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED): This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non- disclosure agreement must be signed. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge of the organization, programs, missions, and functions of DoD, Services, and joint organizations to conduct studies to determine manning and skill levels to staff organization; knowledge of concept development, future capabilities and capability solutions concepts, procedures, and directives to manage the branch; mastery knowledge of a wide range of qualitative and/or quantitative methods for the analysis of Special Operations Forces capability solution issues as they pertain to the U.S. government's future concepts processes; knowledge of concept development processes, the Joint Capabilities Integration and Development System (JCIDS), SOF Capabilities Integration and Development System (SOFCIDS), and the CBA process; and knowledge of safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the organization, programs, missions, and functions of DoD, Services, and joint organizations to conduct studies to determine manning and skill levels to staff organization. Knowledge of concept development, future capabilities and capability solutions concepts, procedures, and directives to manage the branch. Mastery knowledge of a wide range of qualitative and/or quantitative methods for the analysis of Special Operations Forces capability solution issues as they pertain to the U.S. government's future concepts processes. Knowledge of concept development processes, the Joint Capabilities Integration and Development System (JCIDS), SOF Capabilities Integration and Development System (SOFCIDS), and the CBA process. Knowledge of safety and security regulations, practices, and procedures. Skill in applying a variety of scholarly (non-specific) research techniques to analyze difficult national defense issues, complex SOF issues, and provide recommendations/options to high-level USSOCOM, DoD agencies, and other U.S. government agencies involved in future force development and design. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
