This position is in Region 8, Office of Regional Counsel, Legal Counseling and FOIA Branch. Qualifications

NOTE:  You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. To qualify for the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level defined as providing legal counsel on technical and legal issues, making legal recommendations, briefing senior managers, working with other agency offices, state and tribal partners, and outside counsel (or similar entities); and representing clients in administrative or judicial proceedings, including negotiations and settlements. In addition, the following specialized training or experience is desired: Knowledge of and experience with labor and employment law. Experience with settlement negotiations, administrative proceedings, and/or arbitrations before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, and the Federal Labor Relations Authority. Knowledge of and experience with grants and cooperative agreements authorized by EPA’s environmental statutes, annual appropriation acts, and other specific legislation such as the Infrastructure Investment and Jobs Act. Knowledge of and experience with federal appropriations, procurement, and contracts, including the Federal Acquisition Regulations, and defending contracting and procurement decisions. Knowledge of and experience with federal ethics regulations, laws, and opinions, including federal conflict of interest statutes, the Standards of Ethical Conduct for Employees of the Executive Branch, the “Hatch Act,” and Executive Branch Financial Disclosure requirements. General knowledge of environmental statutes and programs administered by the EPA. Excellent written and oral communications skills. Ability to provide expert level advice to Region 8 senior leadership, management, and staff and other EPA offices at headquarters and the regions. Ability to establish and maintain effective relationships with colleagues, other regional and national managers, and staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You must:
(1) possess a J.D. or LL.M. degree from an accredited or pre-accredited college or university or equivalent apprentice experience as allowed per state law; and
(2) be duly licensed and authorized to practice as an attorney under the laws of any state, territory of the United States, or the District of Columbia; and
(3) be an active member of the bar of any U.S. jurisdiction in good standing.
NOTE: Bar membership and licensure are not required at the time of application, but you must be admitted to the bar and obtain your license before entry on duty.
