This position is located in a Regional, Subregional or Resident Office (Field Office) of the National Labor Relations Board. The position has responsibility for all the legal work of the Regional Office and is responsible for the overall planning, direction, and control activities concerning the investigation, processing, and ultimate disposition of unfair labor practice charges filed in the office.
Duties
As a Supervisory General Attorney (Labor) (Regional Attorney), GS-0905-15, your typical work assignments may include:
Using technical supervision and expert knowledge under the provisions of the National Labor Relations Act (NLRA); recommending institution of formal action in cases with merit where settlements have not been secured; and providing counsel and opinion on the legal aspects of cases in connection with the administration, interpretation and enforcement of the NLRA.
Managing litigation within the Regional Office including relaying litigation strategy to attorneys involved in administrative proceedings before the NLRB and injunction and subpoena enforcement cases in the U.S. District Courts and bankruptcy court.
Conferring with supervisors on the assignment of cases to the respective case handling groups, maintains continuing contact with supervisors and individual field attorneys and examiners to whom cases have been assigned, to ensure cases are being processed expeditiously and efficiently.
Participating where advisable with the supervisors and individual attorneys and examiners in settlement and related conference with parties to ULP and representation case to facilitate resolutions, stipulations or other measures to effectuate or otherwise bring parties into compliance with the Act, to assist in obtaining withdrawal of charges in cases where the evidence clearly fails to establish a violation, to secure cooperation in investigation and other procedures and in connection with various problems arising in adjustments and settlements.
Overseeing the legal aspects of all cases within the Regional Office to include the preparation and issuance of the complaint and notice of hearing, the preparation for trial and trial of such cases before Administrative Law Judges of the Board.

- This is a positive education position. Current NLRB attorneys are not required to submit a copy of their transcripts. However, if attorneys are within 3 years from receiving their JD, a transcript must be provided with their application package.
- Active Bar license is required for verification. Bar license must reference Bar number and indicate the status of good standing. A Self-Certification Form is not acceptable verification.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate for the Supervisory General Attorney (Labor) (Regional Attorney) position should possess expertise and knowledge in traditional labor law and related litigation. The candidate demonstrates an ability to provide expert legal analysis, advice, and litigation strategy in an efficient manner regarding complex and difficult legal questions and factual issues. The candidate has experience supervising Regional legal staff to ensure adherence to Agency policies and procedures and reviewing reports and case files to determine that Regional staff are properly investigating cases, preparing the proper legal analysis, making appropriate recommendations for action or disposition, analyzing settlement agreements and withdrawal requests, and ensuring appropriate standards are met and that policies of the NLRA have been effectuated. Experience performing personnel management functions and knowledge of and conformity with Agency administrative personnel regulations and policies is desired.
BASIC REQUIREMENT
An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.).
BAR MEMBERSHIP AND CERTIFICATION
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution. Your active BAR license must reference BAR number and indicate the status of good standing. The Agency's Internal or Self-Certification Form is not acceptable for verification.
In addition to the BASIC REQUIREMENT, applicants must also meet the following:
MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience equivalent to the GS-14 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the GS-15, Supervisory General Attorney (Labor) (Regional Attorney), and that is typically related to the work of the position to be filled.
Specialized experience includes:
Experience providing expert opinion and counsel on cases determined to have merit under the provision of the NLRA and litigated before a court or administrative judge; and
Experience providing guidance and/or oversees the preparation of cases for trials including making recommendation for contempt; and
Experience engaging in research and legal analysis of complaints, briefs, evidence and other legal documents of complex and/or unique cases to support response to difficult legal questions and factual issues.
