The primary purpose of this position: To manage the Records Management, Freedom of Information Act (FOIA) and Privacy Act (PA) programs for the (installation/organization/wing). The incumbent is responsible for implementing policy, providing guidance, program management of Freedom of Information Act (FOIA), Privacy Act (PA), and Information Collections and Reports.
Duties
Supervises and oversees a workforce comprised for four General Schedule employees, one Wage Grade employee, and one military assigned to the Knowledge Operations Branch. Performs full range of supervisory duties to include training, performance feedbacks, performance evaluations, disciplinary and administrative actions as warranted.
Manage the Freedom of Information Act (FOIA) Program. Responsible for installation FOIA programs/initiatives and provides the FOIA source of knowledge for a host installations and tenant units. Provides managerial responsibility of FOIA requests for Air Force (AF) records.
Manage the Privacy Act (PA) Program. Serves as the installation representative for the PA program. Conducts thorough review of AF and MAJCOM policy and guidance to determine if supplemental guidance is required for installation implementation to protect access to information which falls under the PA during electronic transmissions. Interprets the law, publications discussing current amendments, findings, and decisions in order to keep installation procedures current. Responds to Higher Headquarters data requests and directives on behalf of the Installation Commander.
Serves as the manager for the Installation Records Management Program. Establishes and maintains a facility for the storage of 3-10 year records and a temporary storage location for records requiring transfer to multiple Federal Records Centers (FRC) or specialized activities designated to retain selected record series. Ensures an annual inventory of record holdings is performed that all record series eligible for destruction are removed and destroyed internally or through commercial means.
Oversees development and maintenance of information resources to include local publications and training media to provide educational and training materials for initial and required refresher training requirements to include Freedom of Information Act, Privacy Act, Records Management, and Information Collections and Reports programs. Ensures media information is consistent with elements such as military member CFEPT requirements. Incorporates all local requirements not addressed in other training media and publications. Publishes guidebooks to provide supplemental information not found in existing policy and procedure doctrine or expands upon existing elements to ensure understanding.Establishes program review strategy of organization FOIA, Privacy Act and Records Management programs to ensure compliance with policy and procedure regarding the use and protection of sensitive information resources. Serves as the primary point of contact for all office functional MICT programs the office has program management authority or whose office performs duties applicable to the checklist. Reviews system of records manager procedures regarding access, maintenance, storage, and disclosure of personal identifier information maintained in the system. Identifies risk assessment elements with office personnel regarding access, retrieval, and protection of sensitive information.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing FOIA (including legal interpretations and decisions pertaining thereto) and other pertinent laws, Executive Orders, and FOIA court decisions and precedents pertaining to information disclosures, security, privacy and protection of information related to the FOIA Program. Ability to plan, schedule and conduct program review and studies to evaluate and recommend the improvement effectiveness and efficiency of the Offutt-wide records management program. Knowledge of the AFRIMS and ERM information technology arena and recommend for improving system as needed.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the, Freedom of Information Act (FOIA), Privacy Act (PA) and Records Management.
2. Knowledge and understanding of record retention and disposition standards to determine current and outdated information resources and the availability of the information.
3. Knowledge of civilian personnel policies regarding employee, performance, work standards, and benefits and rights.
4. Ability to orally communicate ideas for presentations, briefing, or to counsel, discipline employees.
5. Knowledge and skills to collect, analyze, interpret information to conduct formal program reviews for compliance with existing law and policy.
6. Ability to organize, plan, and prioritize work to meet processing action deadlines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
