The primary purpose of this position is to be responsible for the management and execution of the Records and Information Management (RIM), Freedom of Information Act (FOIA), and Privacy Act (PA) programs for the 557th Weather Wing (557 WW).
Duties
Manages the 557th Weather Wing's Records and Information Management (RIM) program. Manages and executes the Weather Wing's RIM program to comply with AF, Air Combat Command (ACC), and 16 AF level policy, directives, and guidance.
Administers the 557th Weather Wing's File Plan Review/Approval and RIM Training Program. Review's Wing, Group, and Squadron unit file plans in accordance with by-law and higher headquarters guidance on records disposition timelines and validates/approves file plan maintenance annually.
Governs the Freedom of Information Act (FOIA) Program for the 557th Weather Wing. Oversees Wing FOIA program, providing management oversight of higher-echelon FOIA requests for 557 WW records.
Manages the Privacy Act (PA) Program for the 557th Weather Wing. Leads the 557 WW Privacy Act program, meeting standards and requirements for all federal and agency PA guidelines.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working knowledge and theory of legislation, regulations, and policies governing Records and Information Management, Freedom of Information Act (FOIA), and Privacy Act (PA) programs. Practical knowledge and analytical skill in establishing organizational processes and procedures to ensure the stakeholders understand the records and information life cycle and how information is disseminated, transferred, disposed, stored, and/or staged based upon established guidelines, legal opinions for release or denial of public requests.
OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of applicable Federal, legislative, DoD/joint regulations, and AF policy, instructions, and guidance as it relates to the administration of Record and Information Management (RIM), Freedom of Information Act (FOIA) and Privacy Act (PA) programs.
2. Knowledge and skill in applying qualitative and quantitative review processes to identify and recommend solutions to resolve issues concerning RIM, FOIA, and PA integration to improve organizational efficiency.
3. Knowledge of records management principles and practices to conduct staff assistance visits and analyze findings for program improvement.
4. Skill in the use of automated operating platforms, software, and databases sufficient to manipulate/manage data, construct and maintain statistics and data files for successful records maintenance.
5. Skill in drafting conclusive narrative reports and delivering verbal factual summary findings and recommendations to senior leadership, unit-level commanders, and monitors.
6. Ability to identify evaluative techniques and procedures to develop and execute standardized and specialized RIM, FOIA, and PA training. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
