You will serve as the Principal Advisor (Military Manpower and Personnel) within the office of the Deputy Assistant Secretary of the Navy (Military Manpower and Personnel) (DASN (MMP)) of the Department of the Navy (DON). You will provide senior-level leadership to a team of highly qualified civilians and military personnel in timely development and oversight of the DON's military manpower and personnel policies, spanning the full range of the military human capital lifecycle.
Duties
You will serve as Principal Advisor to the ASN (Manpower and Reserve Affairs) and DASN (MMP) for policies and programs in the military manpower and personnel policy portfolio.
You will serve as senior level subject matter expert within DON for quality-of-life programs affecting military families, including morale, welfare, and recreation; child/youth programs, family services, resale activities, and casualty affairs.
You will support the ASN (MRA) by directing studies and analyses of programs under the cognizance of the ASN (MRA) to determine whether policy objectives are appropriate and being met.
You will oversee development of proposed DON long-term goals, near term objectives, and management of legislative program priorities for issues impacting military personnel and their families for review and approval by DASN (MMP) and ASN (MRA).
You will assist in the preparation of DON testimony before Congressional committees and prepare papers, reports, and briefings of program status and effectiveness for DON leadership.
You will represent the ASN (MRA) organization at Office of Secretary of Defense, intra-departmental, and other government agency meetings, conferences and appropriate site visits, as required.
You will work in close coordination with the other Military Departments and Services to develop and maintain consistent applications of Department of Defense (DoD) policy.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.
MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Proven leadership experience directing the formulation and execution of long-range, strategic policies, plans, and/or programs for the management and support of military personnel in at least one of the following areas: force management, military compensation, military health care, education and training, reserve component matters, and military community and family policy.
2. Ability to analyze complex military manpower and personnel policy issues, and incorporate legal, regulatory, policy, and operational implications in order to provide practical recommendations that can be understood and supported by senior level management.
3. Knowledge of advanced data analysis methods and a demonstrated ability to develop business cases that advise senior leaders on alternative strategies in shaping military manpower and personnel issues.
4. Ability to coordinate the activities of a diverse headquarters organization including staff oversight, policy development, resource allocation and validation, and collaboration across various levels of the Department of Defense and other departments and agencies within the federal government to include Congress.
