This position is in the Department of Health and Human Services, Office of the Assistant Secretary for Health, located in Rockville, Maryland.
Duties
Serves as a management analyst responsible for analyzing and evaluating a variety of administrative operations.
Utilizes a master-level of qualitative and quantitative analytical skills in analyzing, evaluating, and improving the effectiveness of the operations.
Develops long-range program plans, goals, objectives, and milestones to evaluate the effectiveness of programs conducted throughout the agency or field activity.
Identifies and develops ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives (e.g., the delivery of program benefits or services).
Develops new ways to resolve major administrative problems or plan the most significant administrative management aspects of professional or scientific programs.
Drafts administrative regulations or guidelines for the conduct of program operations.
Establishes new criteria for measuring program accomplishments (e.g., the level, costs, or intrinsic value of benefits and services provided) and the extent to which program goals and objectives are attained.

Qualifications
You must demonstrate you meet the Specialized Experience requirements as noted below.
Specialized Experience, GS-13:
You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
Conducting studies to assess administrative operations and provide recommendations for improvement.
Adapting analytical techniques and evaluation criteria to measure and improve organizational productivity and effectiveness.
Presenting findings, recommendations, business and/or analysis data to management/program officials.
Implementing management practices to improve efficiency of staffing/organizational structures, methods and/or procedures.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
