About the Position: You will serve as Contract Management Specialist for Fort Wainwright Alaska Directorate of Public Works, with responsibility for supporting various types of requirements and administering contracts within the Contract Management Branch.

Duties
Oversee planning, development, evaluating, and payment for various service contracts.
Develop, coordinate, and assist in the preparation of performance work statements and independent government cost estimates with professional and technical personnel at all levels.
Prepare budgetary and contract/procurement documents, administrative reports, and similar program documentation.
Prepare detailed findings and other documentation in cases of dispute over contract terms or specifications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This position may require some TDY travel – approximately 5%.
- Incumbent is required to submit a Confidential Financial Disclosure Report upon entering the position and annually thereafter.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Assisting with monitoring contract compliance; and 2) performing procurement tasks for supported contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Contract Law, Economics, Finance, Industrial Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
