About the Position: Serve as a senior Management Analyst for the Plans and Programming Division, Department of Army Management Office-Strategic Operations (DAMO-SO). Responsible for the Army Planning, Programming, Budgeting, and Execution System (PPBES) with special emphasis on the Program Objective Memorandum (POM), and the Management Decision Evaluation Package (MDEP), for DAMO-SO.
Duties
Responsible for all POM initiatives from initial guidance to final submission and subsequent decision action.
Exercise oversight of program actions to meet fiscal controls.
Direct and implement the overall programming actions for the Management Decision Evaluation Package (MDEP) team.
Direct and delegate responsibilities to team members as appropriate to ensure that program requirements and resources are balanced in all applicable data base systems.
Develop analytical and conceptual models for analysis of PROBE data for the purpose of qualitatively and qualitatively defining program problems and resulting implications.
Coordinate with Program Evaluation Group (PEG) leads in developing criteria and methodology for prioritization process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require temporary duty (TDY) travel up to 5% of the position's time.
- Must be able to obtain and maintain a Secret Security Clearance.
- One year probationary period may be required.

Qualifications
Position may be filled as a Term Appointment NTE 2 YEARS. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.

GS-14 Specialized Experience: One year of specialized experience which includes providing advice and guidance on programming requirements to support strategic guidance; analyzing budget data to identify problems and provide recommendations for solutions; and managing program requirements using a process such as but not limited to the Management Decision Evaluation Package (MDEP) process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
