About the Position: Serves as the Quality Assurance Evaluator for the Installation Contracting Office's Quality Surveillance Program on a variety of contracts (service, training, indefinite delivery orders, instrumentation, etc.)
Duties
Serve as the Quality Assurance Evaluator for the Installation Contracting Office’s Quality Surveillance Program on a variety of contracts.
Analyze contractual requirements and/or specifications to determine the best and most efficient methods to be employed by the government in evaluating contractor level of performance.
Independently perform audits/ surveillance of contractor performance and documents to ensure customer and contractual requirements are met.
Conduct various quality assurance trainings to familiarize personnel with quality assurance and surveillance procedures and techniques
Identify and clearly communicate opportunities for process improvements to ensure customer and contractual requirements are met.
Recommend appropriate action to contracting officer such as withholding payment, renegotiating of certain clauses, partial or complete contract termination.
Implement prescribed internal controls to eliminate or minimize the potential for fraud, waste, abuse, mismanagement and inefficiency.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Business travel will be up to 10% of the time.
- Required to obtain a Government Driver's License.
- May be required to work irregular duty hours including nights, weekends and holidays.
- Selectees must meet position requirements for certification in the Acquisition Career Field Production, Quality and Manufacturing within 36 months of entrance on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Reviewing written quality or inspection procedures for adequacy; 2) Conducting inspections of services provided by contractors to ensure terms and conditions of the contracts are in compliance; 3) Assisting with the development of quality assurance operating procedures. This definition of specialized experience is typical work performed at the second lower grade/level position in the federal service (GS09)
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
