Duties
Develops and determines contract quality assurance provisions, including inspections and tests not otherwise provided by product specification, the appropriate type of inspection requirement.
Develops and provides quality direction to supply chain managers in acquisition and logistic areas.
Integrates quality into the strategic level business aspects of contracting, supply, transportation, and facility functions.
Develops plans, programs, and procedures to effectively assure the adequacy of the petroleum/missile fuel/coal assurance and surveillance programs.
Conducts monthly business process reviews by commodity system and formulates Region policy.
Serves as a functional expert who facilitates the end-to-end business cycle design as fully synchronized with DLA's continually evolving strategic direction and transformational programs.
Maintains oversight of the procedures and results of the quality programs.
Provides direction to the quality offices in the form of verbal clarifications of policy, formal direction by issuing Quality Assurance Letters of Instruction.

Qualifications
To qualify for Supervisory Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Reviewing production activities and capabilities in light of contract quality requirements.
- Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
- Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
- Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
- Identifying inadequacies and requesting corrective action.
- Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
- Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
- Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
- Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.

Substitution of education may not be used in lieu of specialized experience for this grade level.
