Duties
Develop, implement, and manage programs to provide petroleum support for government and contract facilities throughout the Agency supply chain.
Review quality/inspection procedures to identify potential impact on product quality and recommend changes where appropriate.
Cultivate quality requirements for inclusion in transportation arrangements and methods for life-cycle quality of fuels, lubricants, and related products and services.
Develop and determine contract quality assurance provisions.
Plan, direct and coordinate the efforts of Region/Office quality managers in the implementation of the quality surveillance program.
Create quality requirements for inclusion in country-to-country agreements, memorandums of understanding, and inter-service support agreements.
Evaluate and provide approval/disapproval of exceptions/deviations and waivers (referrals) of quality assurance.
Recommend areas of possible contractor improvement to correct deficiencies and provides negotiating advice to the contracting officer.
Provide advice and assistance on engineering and technical aspects of petroleum production, refining, storage,and transportation as related to product quality and reliability.

Qualifications
To qualify for a Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support:
A.Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Possesses expert knowledge of petroleum and chemical military/federal/industry specifications and test methods in order to advise, negotiate, and justify requirements to contracting officers.
Possesses expert knowledge of petroleum in order to provide quality representative technical assistance in the event of disputes and product disposition for non-conforming product.
Displays expertise with integrating quality into the strategic level business aspects of contracting, supply,transportation, and facility functions.
Leverages experience that demonstrates a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.
Examples include:Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans and identifying inadequacies and requesting corrective action.
