A successful candidate in this position will serve as the Associate Chief Information Officer, Information Technology and Operations (IT & OPS) for all matters related to information management and operational technology. The incumbent is responsible for developing and maintaining a road map that is flexible, and implements policies and procedures that enable strong security and risk-management capabilities that continually support mission objectives and comply with established regulations.

Duties

As a Supervisory IT Program Manager, you will: Provide direction, guidance, oversight, review, and approval on the technical, management and administrative direction of NA-IM IT initiatives, projects, and objectives. Defend information technology and cyber security budget requirements to senior management and congressional officials as required. Oversee information management performance and governance reviews of the design and architecture of applications during the development process. Identify and resolve complex problems or issues that cross functional boundaries, recommend and provide training for OCIO personnel. Oversee the development of information management budget process Work closely with all sites and organizational levels to develop this budget to ensure that sufficient funding is provided to protect NNSA information technology environments. Develop and maintain a strategic road map that is flexible, comprehensive, and implements policies and procedures that enable strong security and risk- management capabilities that continually support mission objectives and comply with Executive Orders, national standards, laws and regulations, and Departmental and NNSA orders, manuals, directives, and guidance. Provide direction leading to a risk-based policy driven, programmatic framework and methodology enterprise architecture based on current policies, procedures and management approach that integrates all components of a comprehensive information management program, aligned with DOE enterprise architecture. Basic Requirements: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- Specialized Experience Statement: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., EN-04 or GS-15. Specialized experience for this position is defined as: Experience serving as Information Technology Manager with the authority and responsibility for overseeing the security of operated IT systems and operations; Developing risk assessment techniques to identify vulnerabilities of Information Technology systems; and Overseeing project costs, deliverables, risks, timelines and resources. Examples of Specialized Experience: Experience developing IT systems design, system controls, and project management techniques to perceive vulnerabilities. Experience developing the principles of information management and development of cyber security policies, procedures, and standards. Experience making recommendations to high- ranking officials concerning overall plans and proposals for complex IT project, related to ensuring the efficiency and effectiveness of operations and timely resource provisioning. Exercising full program management responsibility by planning, directing, coordinating, developing, tracking, assessing, and implementing IT solutions for assigned application systems and subsystems.
