About the Position: You will serve as the Facility Operations Specialist for the Norfolk District Corps of Engineers, with responsibility for technically and administratively managing and directing the building, grounds and space management functions. The headquarters consists of a four story structural building and 6 smaller buildings containing approximately 99,000 square feet of office, storage, conference, and reference areas on a 20 acre waterfront site on historic Fort Norfolk, Virginia.
Duties
Plans assignments to resolve problems within Army Corps of Engineers policies, objectives and guidelines.
Assists the Commander and staff in the development of space utilization studies.
Conducts detailed inspections to determine structural deficiencies, proper use, supervision of service contracts and compliance with public law, federal and state regulations.
Interprets regulations, directives, and policies pertaining to facilities engineering and energy conservation.
Reviews procurements for impact on facilities, floor loading, utilities and workspace requirements
Requirements

Qualifications

Specialized Experience: One year of specialized experience which includes inspecting facilities and evaluating use patterns and identifying maintenance, repair, and construction requirements; drafting instructions regarding utilities/energy conservation; and/or assisting in implementing policies in areas such as physical security, safety, landscaping, and drainage; managing a maintenance program for office or building complexes or other special-purpose installations; and conducting surveillance activities over construction and maintenance operations performed, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in engineering, industrial arts, property management, or business administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
