The EHRM Training Manager's primary purpose is to manage EHRM training courses, events, instructors, facilities, locations and equipment in the TMS. The major duties include TMS administration, education program development, e-Learning content development and being the TMS and Learning Management Systems domain manager.
Duties
This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. All other candidate will not be considered.
The major duties of this position include but are not limited to:
Provides expert advice and guidance to VHA Program Office level TMS administrators regarding customer support questions or other issues affecting TMS users.
Serves as a coach or mentor to VHA TMS Administrators regarding customer support questions or other issues affecting managing courses or users in the TMS.
Manages the interfaces for VHA/ILEAD Program Office e-Learning and web-based courses in the TMS to include documenting the interface between the content host and the TMS (when appropriate) and ensuring the content objects, documents and support material are created per VA policy and procedures.
Creates and manages appropriate curricula, training requirement or assignment profile to assign and manage the course. Ensures course is placed in the appropriate TMS catalog. Defines, creates and maintains classes (or groups) of users and automatic assignment of the course.

Ensures policy and procedure for TMS Administrators (Learning Managers, Item Managers, Content Managers, Scheduling Managers, Assignment Managers, Help Desk Managers, Report Managers and Performance Managers) are followed when managing courses in the TMS or other ILEAD managed Learning Management Systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirement:
In order to meet the basic requirement of the Training Specialist, 1712, series you must:
1. Possess an undergraduate or graduate education with a major study in education or a subject area related to the position being filled.
- OR -
2. Possess experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
To qualify at the GS-9:
In addition to meeting the Individual Occupation Requirement above, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing Program Office and VHA level courses, content, evaluations, events, assignments, instructors, facilities, locations and equipment in the TMS; Providing quality assurance with validation, including proofreading and review; while adhering to all applicable VHA processes and standards in the various Learning Management Systems; maintaining various types of information in spreadsheets and on SharePoint sites; Creating and participating in Community of Practice calls; Providing customer service support, coaching and mentoring of course management in various Learning Management Systems. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree with related to the work of the position or 2 full years of progressively higher level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education of 1 full year of graduate level education related to the work or possess Superior Academic Achievement (SSA) as an undergraduate. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses
Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

You will be rated on the following Competencies for this position:
Education Program Support- Knowledge of training/education standards, policies, procedures and project objectives, as they pertain to such areas as Talent Management System (TMS) course management, implementation, evaluation, and documentation.
In-person Communication- Ability to apply written and oral communication techniques to develop and deliver TMS demonstrations and briefings; and develop spreadsheets, status reports, and correspondence to mangers to foster understanding and acceptance of recommendations.
Analysis and Evaluation- Knowledge of and skill in applying analytical and evaluative techniques to support TMS programs.
Organizational Skills- Ability to maintain and control education/training records and files; process incoming and outgoing materials such as correspondence, memorandum and reports; while ensuring all related reporting requirements are met.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work also involves travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
