Duties

This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees. Applicants that are not internal HCM or CTAP eligible employees will not be considered. The major duties of this position include but are not limited to: Serves as a TMS Training Manager, managing VHA/ILEAD Program Office Administrative access to the TMS; mapping of VHA Program Office staff to the Domain Structure and VHA and VHA level courses, events, assignments, instructors, facilities, locations and equipment in the TMS. Develops policy and procedure for TMS Administrators (Learning Managers, Item Managers, Content Managers, Scheduling Managers, Assignment Managers, Help Desk Managers, Report Managers and Performance Managers) at VHA/ILEAD Program Offices. Manage in the TMS VHA courses and content, and manage VHA level automatic assignment profiles and manage VHA/ILEAD Program Office reporting needs from the TMS. Creates and manages appropriate curricula, training requirement or assignment profile to assign and manage the course and ensure course is placed in correct TMS catalog. Manages the creation of time-based training events; registration and completions for VHA/ILEAD Program Office training. Provides expert advice and guidance to VHA TMS Administrators regarding customer support questions or other issues affecting TMS users. Collects/analyzes data to determine effective application of VHA education and training policies and procedures and soundness of organizational and cost procedural patterns. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement: This position has an Individual Occupational Requirement (IOR): In order to meet the basic requirement of the Training Specialist, 1712 series, you must: Possess a bachelor's degree or higher that included a major study in Education. (TRANSCRIPTS ARE REQUIRED) ~OR~ Experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work as a TMS Administrator or Coordinator or subject-matter expert of the position to be filled that required training or instructing others on a regular basis. In Addition to the IOR above, for the GS-9 grade, you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving as a TMS Training Manager (managing VHA Program Office Administrative access to the TMS; mapping of VHA Program Office staff to the Domain Structure and VHA and VHA level courses, events, assignments instructors, facilities, locations and equipment) in the TMS. Developing policy and procedure for TMS Administrators (Learning Managers, Item Managers, Content Managers, Scheduling Managers, Assignment Managers, Help Desk Managers, Report Managers and Performance Managers) at VHA Program Offices. Managing in the TMS VHA courses and content, create and manage VHA level automatic assignment profiles and manage VHA Program Office reporting needs from the TMS. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree which related to the work of the position or 2 full years of progressively higher level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education of 1 full year of graduate level education related to the work or possess Superior Academic Achievement (SSA) as an undergraduate. (TRANSCRIPTS ARE REQUIRED) SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership: Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field. Honor Society Membership -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. You will be rated on the following Competencies for this position: Problem Solving- Knowledge of research, analysis, problem solving and evaluation techniques as well as project management principles needed to independently manage in a fast paced environment under tight deadlines a variety of assignments, produce reports, and make significant recommendations for action or improvement. Teaching Others- Ability to instruct/advise adult learners regarding: (1) how to use the VA TMS to deliver training and (2) how to access and take training via the VA TMS. Education and Training- Knowledge of adult learning principles, educational delivery methods and instructional systems design techniques. Interpersonal Skills- Strong interpersonal communication skills and knowledge of the communication processes (written, oral, visual) and the ability to effectively apply them in a variety of setting and with varying audiences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed while sitting at a desk in conferences, briefings, meetings, classrooms, and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle occasional high levels of stress and conflicting priorities. Work may involve travel into the field to visit VHA organizational levels on related educational project matters; and may include prolonged standing, walking, and transport of instructional supplies and/or equipment more than 30 lbs.
