This is a developmental position, located in the Office of Access & Office of Community Care (AOCC) VA Health Care System, Birmingham, Alabama, composes a career ladder structure to the full performance level of a GS-1712-9 Training Specialist. The primary purpose of this position is to develop employees Health Care System, implement educational programing for employees, perform required audits, and provide remedial instruction.
Duties
At the GS-7 level the incumbent develops and implements training module(s) for new and existing employees for inpatient/outpatient, CBOC, MSAs and other medical center staff (clerical, administrative and clinical). S/he performs work in the development and/or evaluation of courses for training programs and implements changes based upon evaluation of courses/programs. Develops, obtains, and adapts current instructional material.
At the GS-9 level, the incumbent develops and implements training module(s) for new and existing MSA employees working in multi-disciplinary areas throughout the Health Care System. Incumbent prepares educational materials and provides instruction for medical center staff including clerical, administrative and clinical areas and is proficient in providing training for all scheduling related platforms, processes, and procedures. Incumbent performs work in the development and evaluation of courses for training programs, implements changes based upon evaluation of courses and programs. Develops, obtains, and adapts current instructional material. Incumbent is responsible for management of employee scheduling related education courses through the Talent Management System (TMS) and ensures employees remain current in their educational requirements. The incumbent performs the full scope of scheduling audits and serves as subject matter expert for all administrative applications related to scheduling throughout the Health Care System. The incumbent is responsible for oversight of scheduling accuracy and facility compliance with VHA Directive 1230, Outpatient Scheduling Processes and Procedures. The Training Specialist will report scheduling accuracy audit results and scheduling process improvement plans to Compliance Officers and the Compliance Committee, and VISN Scheduling Audit Lead monthly. Incumbent ensures that all scheduled appointments are subject to audit, including those that are otherwise considered exempt. Incumbent will sample the required number of appointments each month and provide feedback to schedulers and supervisors within specified parameters. Incumbent is knowledgeable about the competency-based orientation and validation program and activities. S/he uses this knowledge to enhance orientation and other educational programming to ensure the competencies for Medical Center employees. Incumbent is also responsible for IT security and confidentiality but not limited to data, network, or system access and accessibility code. Incumbent is responsible for organizing course work in order to solve instructional problems encountered by students who may pose typical problems of communication or remediation. Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the gs-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Qualifications: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Experience:
General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
- Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
- Supervising or administering a training program.
- Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
- Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
For Community College of the Air Force GS-1712 positions only:
Section 9315 of 10 USC directs the commander of the Community College of the Air Force (CCAF) to comply with standards established by the Secretary of Education to confer associate degrees upon enlisted members who have completed the requirements for the prescribed programs of study. To comply with this directive, all faculty members of the Community College of the Air Force must meet minimum educational requirements as prescribed by the accrediting body Southern Association of Colleges and Schools, Commission on Colleges (SACS-COC), i.e. all teachers must hold at least an associate's degree in order for the school to meet accreditation criteria.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing and implementing training module(s) for new and existing MSA employees working in multi-disciplinary areas throughout the Health Care System; Perform work in the development and/or evaluation of courses for training programs, implements changes based upon evaluation of courses/programs; responsible for oversight of scheduling accuracy and facility compliance with VHA Directive 1230, Outpatient Scheduling Processes and Procedures.

Physical Requirements: The work is mostlysedentary and may require some walking, standing, bending, carrying and/or lifting of light items like papers or books. The work requires light to moderate levels/times performing keyboarding to prepare correspondence.
