This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Passes on to other workers instructions received from supervisor, and starts work.
Sees to it that there is enough work to keep everyone in work crew busy.
Answers workers' questions regarding procedures, policies, written instructions, and other directives.
Assures that safety and housekeeping rules are followed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health/ability or fitness.
- This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a requirement to lift up to 40lbs. in the regular performance of duties.
- Appointment to this position is subject to a 1yr probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- Must be able to obtain and maintain any DOD or Installation license required for the type vehicle being operated.
- Must be able to obtain and maintain a Backflow Certification from American Water Works Association (AWWA) or the State of North Carolina.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic Leader (Motor Vehicle Operator) ~ without more than normal supervision. Lead trades and crafts areas: Plumber, pipefitter, industrial equipment mechanic, utility systems repairer/operator. I am skilled in selecting medium and materials for trade specific tasks, measuring, cutting and installing properly. I can operate utility trucks or similar vehicles. I am considered an expert and work with a high degree of independence personnel working in the following trades and crafts areas: Plumber, pipefitter, industrial equipment mechanic, utility systems repairer/operator. Perform various power equipment and hand tools, and adhering to all safety procedures. - Failure to meet this Screen out Element will result in an ineligible rating.

PHYSICAL EFFORT - Employee works in shops and at job sites. Strenuous physical exertion is often required. Employee may lift and move materials up to 40 pounds, unassisted, and occasionally lifts or moves heavier items with the assistance of lifting devices or other workers. Employee is required to stand, stoop, bend, kneel, climb, and work in tiring and uncomfortable positions for extended periods of time. Employee works from ladders, scaffolding, and roofs with height less than 100 feet.
WORKING CONDITIONS - Work is performed both inside and outside. Employee is exposed to moderate or high noise levels, sawdust, glue fumes, and hazards associated with woodworking and related power equipment when performing work in the shop area. Work at job sites exposes employee to adverse weather conditions and the hazards of working on and around scaffolds and ladders. Employee is subject to cuts, bruises and contusions, electrical shock, cuts, and burns. May be required to work in confined areas such as crawl spaces and attics, which may be dusty and dirty. Protective devices such as, but not limited to, ear plugs, safety glasses, respirators, gloves, and safety shoes may be required. Protective equipment and clothing may be hot and uncomfortable and may be worn for long periods of time.
