Salary Ranges are the following unless statutory/regulatory rates prevail. For the Redstone Arsenal, AL Location: $90,431 to $139,798 (includes 21.48% locality) For the Fort Belvoir, VA and/or Dahlgren Location: $99,200-$153,354 (includes 33.26% locality)

Duties

The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). For more information please see: ACQDEMO This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA) . The incumbent will be responsible for providing advice and assistance in various Human Resources (HR) program functional areas to all levels of management officials and has specific program responsibility for implementation of an effective program in any one or more of the following HR functions: recruitment & staffing, classification, employee services, payroll, military matters, policy, employee relations, performance management, employee development, workforce planning and information systems/analytics. As a Human Resources Specialist at the NH-0201-3 broadband level some of your typical work assignments may include: Advisory services provided are broad in scope and consistently reflect all major facets of the military personnel management program of the organization, a mastery of Army personnel management policies and practices of the DoD, and keen awareness of the best business practices used in support of assigned military staff. Advise senior military leaders and immediate supervisor of Army personnel matters regarding compliance with policies and procedures for making proper personnel resource decisions. Firm understanding of establishing and maintaining Army Active Duty personnel assignments and military relationships that contribute to productivity, motivation, morale, and discipline in the workplace. Worked as a Army Personnel Services Chief/Supervisor with a firm understanding of Army personnel and pay processes, Army Evaluation Entry System, officer and non-commissioned officer evaluation reports, and Army Awards. Work completed per Army and DoD Instructions. Manage and process Army personnel gains, losses, absence requests, separations/retirements, compassionate reassignments, and firm understanding of U.S. Army Integrated Personnel and Pay System (IPPS-A). Manage officer assignments and coordinate with OSD, JCS, WHS, and Army Human Resources Command, ensuring the Agency is staffed utilizing the Army's Assignment Interactive Module (AIM), currently version 2. Manage Army billets, and coordinate with Army Human Resources Command, WHS, and Joint Officer Matters Manpower Management, and submission of required OSD and service forms and policies. Responsible as a member of military affairs management team in formal and informal management planning, policy and decision-making regarding military personnel decisions on behalf of the Agency. Participates in meetings, working groups, and other process area related meetings as an advisor and as a value-added contributor and collector of military personnel and organizational related information. Performs wide variety of analytical duties connected with planning, prioritizing, justifying, directing, controlling, managing, and implementing military personnel actions. Contributes to the effectiveness, efficiency, and productivity of the agency operations through training and responding to management requirements. Knowledge of the Military Acquisition Position List (MAPL) process. Ability to validate, prioritize, and document military acquisition positions in the Career Acquisition Management Portal (CAMP) and the Integrated Personnel and Pay System - Army (IPPS-A). Understanding of major Army commands and Joint/Defense organizations with active duty, Army National Guard (AGR) and Army Reserve (AGR) military acquisition officer authorizations (Functional Area 51) on their respective Table of Distribution and Allowances (TDA) or Modified Table of Organization and Equipment (MTOE) to review all valid MAPL positions annually, at a minimum, IAW DACM business rules and priorities. Have a firm understanding and can effectively use Army Personnel systems such as: Active Duty Officer Assignment Interactive Module Version 2 (AIM 2), Integrated Personnel and Pay System - Army (IPPS-A), Evaluations Entry System (EES), Evaluation Reporting System (ERS) - Formerly IWRS, AMHRR Record Management Application (RMA) (IPERMS), and familiar with Chief Army Reserve Decision Support System (CARDSS), Military Personnel Message (MILPER Messages), My Army Benefits, Force Management System (FMS) and milSuite / S1Net, Military Acquisition Position List (MAPL). Resolves diverse viewpoints/controversial issues. Presents organizational briefings to convey strategic vision or organizational policies. Performs other duties as assigned.

Qualifications

You may qualify at the NH-03 broadband level if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service and must meet two of the three specialized experience listed below: Using U.S. Army (Army) personnel management and organization practices, planning and evaluating complex personnel functions in order to develop and implement effective Army personnel processes to include use of automated personnel and administrative systems, capabilities and proactive usage to effectively complete assignments. Managing Army administration, organizational, and personnel practices; planning and evaluating complex administrative and personnel functions in order to develop and support Agency flag officers and Army staff. Experience as a technical advisor in significant management planning and policy and decision-making actions with a strong customer service background and the ability to solve complex personnel and administrative challenges. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
