You will serve as an Information Technology Specialist (INFOSEC) in the Organizational Effectiveness Office, Naval Submarine Support Facility New London, Groton, CT.

Duties

You will serve as the Command Information Systems Security Manager (ISSM) responsible for the security, accuracy, reliability, confidentiality, integrity, availability, and non-repudiation of non-tactical information systems of the Command. You will perform detailed analysis of operating system software and firmware to determine essential information systems safeguards. You will develop and maintain an organizational cybersecurity program that includes cybersecurity architecture, requirements, objectives and policies, cybersecurity personnel, and cybersecurity processes and procedures. You will implement policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. You will monitor Command networks and information systems for security violations and infractions and follow established procedures for reporting electronic spillages of classified (or controlled access) information. You will ensure information system users have the proper security clearance, complete annual Cybersecurity refresher training, and execute the appropriate Security Access Authorization Request Forms.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role ISSM, level Intermediate. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This is a bargaining unit position.

Qualifications

EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Creditable specialized experience must demonstrate the following: Experience applying methods for evaluating, implementing, and disseminating cybersecurity processes and procedures; cybersecurity certification and accreditation requirements; and agency policies and instructions governing cybersecurity. Experience developing and interpreting policies, procedures, and strategies governing the planning and delivery of cybersecurity services. Experience providing technical advice, guidance and recommendations to management and other technical specialists on critical cybersecurity and IT issues. Special Requirements This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF) work roles of Information Systems Security Manager; proficiency level Intermediate, and Cyber Policy and Strategy Manager; proficiency level Basic; and Cyber Workforce Developer and Manager; proficiency level Basic. As a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies. This designation requires the incumbent to: 1. Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment and maintain those credentials as described in DoDM 8140.03 for DCWF role of Information Systems Security Manage; proficiency level Intermediate, Cyber Workforce Developer and Manager; proficiency level Basic and Cyber Policy and Strategy Manager; proficiency level Basic. For more information, please review DoDM 8140.03 and supporting DON policies. 2. Participate in continuous professional development program as described in DoDM 8140.03. An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor. Continuous professional development begins in the fiscal year after the employee has obtained both foundational and residential qualification requirements. 3. Acknowledge responsibilities in writing via command designation letter. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from federal service.
