This position serves as a Group Leader overseeing the administration of the Education Innovation and Research (EIR) grant program.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-14, if you possess the specialized experience
Specialized Experience for the GS-14
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience working on issues pertaining to Science, Technology, Engineering, Math (STEM), and Social-Emotional Learning in one of the following institutions: Local Education Agencies, State Education Agencies, Institutes of Higher Education, or Non-Profit Organizations.2. Experience creating and analyzing program evaluation metrics and logic models.3. Experience supporting team members on the evaluation of grant projects or in managing the discretionary grant process.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of evaluation design.2. Knowledge of education theories, principles and practices and the roles of the state and local governments sufficient to plan, evaluate and advise on funded educational programs, their requirements and problems. 3. Ability to prepare written communications and reports for a variety of audiences that communicates sound technical advice to others, both within and external to the organization.4. Skill in applying analytical and evaluative methods and techniques in developing of new procedures and approaches to identify and resolve significant issues and problems.5. Skill in building strong team relationships, cohesion, and performance that addresses team member needs, and fosters a culture of trust and support.
