This position is located in the Bureau of Consular Affairs, Office of Consular Systems and Technology, Front Office (CA/CST/FO). Duties
Participates in planning and personally conducts special studies, drafts report of findings and recommendations for use by managers of headquarters functions and evaluates policies in assigned areas of responsibility.
Participates in the development of policies, issuances, and directives by researching issues in assigned program areas and drafting proposed guidelines and explanatory material.
Plans, organizes, and conducts work related to the design, operation, or maintenance of systems.
Coordinates program planning and reporting activities with program budget staff to ensure complete integration of program plans information into the budget process and consistency between data in program plans and budget submissions.
Represents the Bureau at meetings and conferences as directed and maintains liaison with staff members of the appropriate Departmental or external organizations.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience working with a team managing day-to-day operations and special projects.
Experience coordinating office administrative programs including training team members on guidelines and systems.
Experience creating and leveraging tracking mechanisms to track office goals, objectives, and priorities.
Experience building and maintaining relationships with various internal and external stakeholders.
Experience interpreting and reviewing existing policies and procedures including developing recommendations for improvements.
There is no substitute of education for specialized experience for the GS-12 position.
GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning, coordinating and overseeing a variety of management programs.
Experience creating and conducting special studies to develop and implement as well as evaluate policies and programs.
Experience developing policies and directives and experience providing oversight and coordinating identification, analysis and issuance of policies.
Experience developing, implementing and monitoring management information systems that report office progress in executing long- and short-range objectives and tracking office priorities and accomplishments.
Experience representing office at meetings and advocating office viewpoints and policy positions on behalf of senior management including taking notes and developing oral and written reports.
There is no substitute of education for specialized experience for the GS-13 position.
