The primary purpose of this Program Analyst position is responsible for evaluating the effectiveness of operational programs and special projects and providing objective data and information to management to support decisions on administrative or programmatic aspects of TSA operations.
Duties
This Program Analyst position is located Security Operations (SO), Operations Management (OM), Resource Management Office (RMO),
Human Resources Branch, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Advises management on the operational effectiveness and efficiency of assigned programs and provides recommendations to address areas of concern; oversees implementation of fixes and assesses effectiveness of solutions; advises management on unusual or complex operational issues.
Develops, analyzes, and evaluates new or modified program/management requirements, policies, goals, or objectives for impact on existing program(s). Establishes new policies/procedures to address operations needs or make exceptions to existing policies/procedures that may impact internal and external customer.
Evaluates the effectiveness of complex program operations in meeting goals and objectives. Recommends strategies to improve implementation and evaluation of programs. Develops modifications and revisions and implement procedures to improve the effectiveness and efficiency of program operations.
Directs and develops plans for project teams or other groups working on or producing projects and studies. Leads special projects, task forces, and other action groups that support organizational goals through special assignments, projects, and of studies.
Establishes approaches and techniques for complex studies or audits. Analyzes findings and interprets impact on programs and procedures; makes recommendation to senior officials and convinces other operating component to accept recommendations as appropriate.
Qualifications
To qualify at the SV-J band grade level: Applicants must possess one full year (52 weeks) of specialized experience at the SV-I band, (equivalent to the GS-13) in the Federal service or equivalent experience in the private sector. Specialized experience MUST include all the following:
Experience establishing program objectives and strategies and coordinating with other parts of the organization to accomplish goals; AND
Experience applying quantitative and qualitative analytical and evaluative principles, methods, and techniques to assess program operational efficiency, effectiveness, and viability; AND
Experience planning, organizing, and working to negotiate effectively with management to accept and implement recommendations; AND
Experience communicating orally to develop and deliver presentations and the ability to explain program concepts and technical requirements to audiences with varying levels of understanding of and experience; AND
Experience communicating in writing sufficient to develop briefings, program/project plans, and reports to inform management on program operations and educate personnel at all levels of TSA on program elements and requirements.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
