You will serve as a SUPV HR SPEC (EMPLOYEE RELATIONS/LABOR RELATIONS) in the CHRO-SE ALBANY LABOR EMPLOYEE RELATIONS BRANCH of MARINE CORPS BASE.
Duties
You will serve as the primary technical authority and consultant on all labor and employee relations matters and provide advice and guidance to all levels of management, management representatives, and employees.
You will resolve disputes, interpret facts/events relevant to a case and conduct extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance.
You will provide advice and guidance on administering leave programs, including annual leave, sick leave, the Family Medical Leave Act, voluntary leave transfer program, advance leave, military leave and time off for special circumstances.
You will serve as the principal point of contact on labor management relations matters and as chief negotiator on all matters negotiated at the local level.
You will meet with union officials of various levels, discuss and/or settle unfair labor practice charges, grievances, and impact and implementation bargaining prior to changing established personnel policies and practices.
You will be responsible for the administration, coordination and management of the worker's compensation program and ensure plans are developed, implemented, and consistent with policy, to meet program goals and objectives.
You will manage the performance management and incentive awards program and provide advice and guidance on the processes and procedures of the appraisal and awards program.
You will plan, organize, direct, coordinate, review and evaluate the work of personnel specialists and identify, direct and provide training as appropriate.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing the full range of management advisory services for labor and employee relations matters; applying personnel rules/regulations/policies to guide supervisors on worker's compensation and performance management; and utilizing negotiation procedures and conflict resolution techniques to solve problems.
