You will serve as a Supervisory Human Resources Specialist (Employee Relations / Labor Relations) in the ALBANY MARINE CORPS LOGISTICS BASE of MARINE CORPS BASE.
Duties
You will serve as the principal point of contact on employee/labor management relations matters of overall concern with established bargaining units.
You will provide technical advice and assistance to management regarding their rights and obligations under law, regulation, and negotiated agreements.
You will develop and present solutions to situations affecting numerous inter-related personnel issues.
You will provide overall advice and assistance on management-employee/labor relations, discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions.
You will provide advice on personnel issues such as substance abuse, sexual harassment, working conditions, job-related stress, smoking in the work place, leave administration, pay entitlements, affirmative action, etc.
You will oversee and manages the employee recognition programs and ensures Command-level programs are in
place and awards are appropriately used to motivate, recognize and award eligible employees.
You will meets with union officials of various levels to negotiate, discuss and/or settle unfair labor practice charges, grievances, and impact and implementation bargaining prior to changing established personnel policies and practices.
You will provide written and oral communication skills sufficient to: develop/ deliver briefings and correspondence; foster understanding/acceptance of findings; present arguments/advisory opinions; and to prepare legal and case documents.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as the primary technical authority and consultant on all labor and employee relations matters, and providing advice and guidance to all levels of management, management representatives, and employees.
