This position is in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Transboarder Security Center (TBS). The primary purpose of this position is to serve as a Management and Program Analyst (MAPA) in NST's Front Office supporting both leadership and key operational activities of the Center.

Duties

The Management and Administrative Program Analyst (MAPA) plays a pivotal role in leading the Personnel Management operations within the Transborder Security Center (TBS). This position is integral to and indispensable to TBS operations' administrative, logistical, travel, and human capital matters, underscoring the value of your potential contribution. As the MAPA, you will be responsible for a range of initiatives that necessitate a comprehensive understanding of administrative laws, policies, regulations, and established precedents. A critical component of your role will involve ensuring that all programs adhere to these legal and regulatory frameworks and to the policies and guidelines governing Personnel Management. MAPAs are critical, and their role is transformative in the organization's personnel management process. Your focus on administrative human resources functions, including timekeeping, leave requests, employee onboarding and offboarding, performance awards, promotions, incentives, recruitment, screening, compensation management, processing travel requests, and employee data safeguarding, directly impacts the individuals within the Center, making your role significant and influential. Candidates should understand and excel using Microsoft (MS) 365 applications to improve productivity and support on-site and remote personnel collaboration. Your proficiency in various Microsoft software applications, especially in MS SharePoint, MS Teams, MS Planner, MS OneNote, MS Power Automate, MS Outlook, MS Excel, MS PowerPoint, and MS Word, is not just essential but a critical factor in effective information processing, highlighting the importance of your technical skills. MAJOR DUTIES

Requirements

  • Must be able to hold a TS/SCI Security Clearance.
  • Must be a U.S. Citizen.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Overtime may be required in response to a significant event.

Qualifications

Specialized Experience: To Qualify for the GS-9 Level, you must possess one of the following: Knowledge of and skill in applying analytic and evaluative methods and techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Ability to manage information in accordance with Federal and DHS directives. Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies to identify, analyze and recommend solutions to problems. Skill in preparing, organizing and delivering briefings to managers on findings and recommendations. Ability to communicate both orally and in writing to prepare and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. To Qualify for the GS-11 Level, you must possess at least one year of specialized experience, equivalent to the GS-9 level, in the Federal Service, or comparable experience not gained through Federal Service. For this level, specialized experience is defined as: Knowledge of the missions, objectives, and programs to include the internal workings of the organization, and the role played by the organization in the DHS Mission. Knowledge and skill in applying analytic and evaluative methods and techniques to issues or studies concerning the efficiency of management and program operations. Knowledge of pertinent laws, regulations, policies, and precedents that govern management and administrative operations of the organization. Knowledge of administrative management systems and procedures. Knowledge of civilian structure, missions, programs, and organizational relationships. Knowledge of the major program goals, work processes, and administrative operations of I&A. To Qualify for the GS-12 Level, you must possess at least one year of specialized experience, equivalent at the GS-11 level, in the Federal Service, or comparable experience not gained through Federal Service. For this level, specialized experience is defined as: Knowledge of the governing objectives and policies adhered to by DHS and the techniques and procedures associated with recruitment Knowledge of personnel practices, position management, performance standards, and related matters to serve as an effective management consultant in the HC area Skill in assembling facts and projecting future needs to support recommendations. Interpersonal skills in presenting recommendations to management. Knowledge of administrative management systems and procedures, reports and techniques. To qualify for the maximum GS 13 level, you must possess at least one year of specialized experience, equivalent at the GS-12 level, in the Federal service, or comparable experience not gained through Federal service. Other grade offers will be dependent upon relevant education and experience as assessed. Expert knowledge of analytic and investigative techniques for analyzing and assuring the effectiveness, efficiency, and productivity of the administration. Expert knowledge of the governing objectives and policies adhered to by DHS and the techniques and procedures associated with recruitment. Expert knowledge of information requirements to develop and sustain meaningful indicators within the organization to promote an accurate understanding of activities and performance.
