This position is located in the Office of the Chief Administrative Services Office (OCASO), where the incumbent operates and manages facilities programs at FTC Headquarters, satellite buildings, and regional offices nationwide; is responsible for supervising and directing staff, including maintenance, grounds, and custodial workers, to include Building Managers, Facility Realty Specialists, Facilities Operations Specialists, and the contract staff to support the services provided by the program.

Duties

If you are selected for this position, you will perform the following duties: Manages a team of federal building managers, federal facilities support personnel (customer service) and contracted personnel (custodial services, maintenance engineers, grounds, elevator services). Ensures all facility related services tickets along with preventive maintenance tasks are scheduled and addressed promptly and accurately. Analyzes and tracks day-to-day operations of Facilities Operations and provides administrative support to effect smooth and efficient fulfillment of organizational needs. Performs the full range of supervisory duties for Facilities Operations staff, including but not limited to: establishing performance plans for employees; training, developing, and motivating employees; providing regular performance feedback to employees and appraising employees on an annual basis; ensuring that official position descriptions are accurate and current; initiating recruitment requests, interviews candidates and making hiring decisions; maintaining discipline, resolving conflicts, and taking corrective actions when necessary according to policy and procedures; initiating promotions, reassignments, performance awards, within-grade increases, disciplinary and performance-based actions; identifying ways to improve productivity, promote team building, and improve best practices while complying with equal employment opportunity laws and regulations. Manages the FTC's facilities operations program for FTC Headquarters facility, which is a historical building located in Washington DC, which includes evaluating the integrity of the building's structural, mechanical, plumbing, and electrical systems, along with continuous operational effectiveness. Manages GSA capitalized projects to ensure prioritization and approval for implementation, along with in-house construction projects and follows GSA standards for fire and life safety, OSHA, and architectural requirements while managing and tracking project costs, inspecting work for acceptance, and attending project meetings in order to update senior FTC leadership. Oversees and/or conducts site surveys for workspaces selected for interior renovations. Provides data results to Project Managers that includes costs, time and material estimates, resource designations, and implementation timelines. Prepares budget estimates and justification information, while monitoring cost trends and identifies changes in policies and practices that will affect the budget plans. Benchmarks facility management programs, practices, and plans from other Federal agencies as well as the public and private sectors for best practice applications. Makes presentations to senior management on the cost benefits that can be derived through these actions. Oversees the purchase of new equipment or procures support services for building operations. Reviews and analyzes facility support software system data and occupant input to identify issues, trends or emerging problems and develops effective and timely strategies, recommendations, initiatives and proposals to address such matters. Compiles and prepares annual reports required by the GSA and other Federal entities relative to the operation and maintenance delegation agreements, such as the annual GSA Facilities Operations Report. Works directly with the Occupational Health and Safety Manager to ensure HQ facility meets health and safety codes, and inspects and maintains fire alarms, sprinkler systems, and emergency lighting for code compliance.

Qualifications

To qualify for a Supervisory Facility Operations Specialist- GS-1640, at the GS 14 level, you must meet the following requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing standard operating procedures to maintain equipment and building systems; scheduling routine inspections, monitoring and fulfilling building service requests, overseeing internal renovation projects of a limited scope, budget management for multiple facilities contracts and services that involve reviewing and analyzing floor plans, specifications, cost estimates and calculations for facility layouts, problem solving and equipment troubleshooting, master-planning and projecting future operational recommendations and/or requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
