This position is located in the Department of Homeland Security, Federal Protective Service, Washington, District of Columbia.
Duties
The primary purpose of this position is to serve as a Branch Chief in the Personnel Security Division and directly supervise a staff of security specialists and oversee the work of contractor security specialists.
Duties performed:
Providing technical expertise in initiating and supervising projects involving the evaluation of multiple security programs and operations.
Analyzing and resolving broad and complex security incidents using new methods or criteria, or proposed new policies.
Directing and managing policy, standards, and procedures for a broad range of security programs.
Representing the agency as an expert in Information Security, HSPD12, Physical Security and Industrial Security Programs to internal and external customers to achieve organizational goals.
Planning, scheduling, coordinating, carrying out, and monitoring the effectiveness of the Sensitive Compartmented Information (SCI) Personnel Security program.
Providing administrative SCI Security support for cleared personnel, including but not limited to visit certifications, managing Access Control program, and other appropriate day-to-day security support to SCI Facility operations.
Qualifications
Specialized Experience:
GS-14: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Reviewing and implementing security policies, standards, and procedures;
Assessing the efficiency and effectiveness of multiple security programs;
Utilizing guides, information security policies and/or procedures to protect classified information, and
Advising management on developments and advances in security programs and policies.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
