This position is located on the Fremont-Winema National Forest, Klamath Falls, Klamath OR. / Alternate Duty Location: Lakeview, OR Provided advice, assistance and counsel as an authority on timber sales; advice and direction on contract preparation and appraisal for a variety of timber sale situations; guidance and direction on the interpretation of contract provisions and conditions. Duties

Review proposed timber sale/integrated resource timber contracts and appraisals to ensure compliance with contractual provisions. Provide guidance on the interpretation of contract provisions and conditions as the Contracting Officer and the Forest expert on timber sale/integrated resource timber contracts. Conduct field audits of operating timber sale/integrated resource timber contracts to insure purchasers are fulfilling contract requirements Provide oversight, guidance and recommendations concerning log accountability and volume determination issues. Integrate resource timber contracts on the Forest as the Timber Sale Contracting Officer for all timber sales. Provide leadership in timber sale contract administration, disputes, contract modifications, interpretations, and claims. Apply agency land management and resource protection policies to consider resource impacts of logging in timber sale administration practices. Apply a variety of special harvest, treatment, and protective practices, contract provisions, and operational procedures with few or no precedents to protect resource values and meet sale objectives Train and evaluate sale administrators to determine certification. Prepares litigation reports and recommends courses of action and possible settlements. Prepare reports and records to maintain controls over accomplishments, payments, etc. Coordinate with other principal resource assistants and with specialists in other disciplines to ensure coordination and integration of the timber management plan Provide training to maintain current qualification levels for Timber Sale Administrators Provide training and work direction to harvest inspectors in support of timber sale contract obligations Promote and support a positive work environment to create a climate of mutual respect and integrity Foster an inclusive workplace where diversity and individual difference are leveraged to achieve the vision and mission of the organization.

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Successful completion of one year probationary period, unless previously served.

  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Specialized Experience Requirement: For the GS-12 level: Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Qualifying specialized experience includes meeting one or more of the following: Provided advice, assistance and counsel as an authority on timber sales. Provided advice and direction on contract preparation and appraisal for a variety of timber sale situations. Provided guidance and direction on the interpretation of contract provisions and conditions. Provided direction and training for sale administration and sale prep team members. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. This requirement must be met by the closing date of this announcement.
