This position serves as a Lead Cruiser/ Appraiser in a BLM office, typically at the state office or equivalent organizational level. Work assignments frequently stem from senior managers related to bureau and/or state/center priorities.
Duties
As the Forestry Technician (Cruiser/Appraiser) in this position, you will:
This position is responsible for the technical accuracy of all timber cruising, scaling, and appraising within the Field Office. The incumbent serves as team lead for a crew of less experienced coworkers, coordinating the day-to-day planning and operational needs of the team. They will be expected to perform a wide variety of duties involved with advertised and negotiated timber sales; stewardship projects' reciprocal rights-of-way; timber trespasses; and land exchanges. The incumbent will lead the cruising program for the Field Office, using their experience in cruise methods (100%, 3P, Variable Plot), tree identification, log recovery, defect, log grade, commercial value, mapping, polycorders, forestry instruments and measuring devices, BLM timber appraisal software, BLM contracts and provisions, BLM sale procedures, and market conditions.

- Must complete a formal realty or forest appraisal course within the first year and be proficient in the use of the market value, cost, and income approaches to timber appraisals within two years.
Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-10 Level
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Processes cruising and scaling data; (2) Prepares written reports such as timber sale appraisals; and (3) Conducts cruises of timber stands to determine volume of merchantable timber, species composition, and defect.
GS-11 Level
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Provides accurate timber cruise, appraisal, and scaling information; (2) Monitors and inspects scaling and cruising operations associated with active timber sales; and (3) Preparing written reports of all cruising, appraisal and scaling information.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-10 level.
One year at the GS-10 is required to meet the time-in-grade requirements for the GS-11 level.
