Duties
Duties are listed at full performance grade level GS-13.
Advise officials of other Units or organizations and higher-level management officials on program and administrative work.
Plan complex analytical studies of organizational elements and works to identify problems and approve resource use, administrative support, and management effectiveness.
Establish internal procedures to ensure adequate control in terms of deadlines, progress reports, and directives.
Uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process.
Provide leadership for the accomplishment of work projects with due regard for sound management practices, including economical and proper use of supplies and equipment, efficient use of personnel, and safety practices.
Negotiate with other organizations and key staff in resolution of issues regarding quality assurance, deliverables, timelines, conflicts, etc.
Maintain and establish contacts with clients to build business relationships interested in the work of the Unit.
Participate with top management officials to furnish specialized information for use as a base for policy-making and overall planning.
Formulate plans, policies, and objectives for the unit as part of the unit’s leadership team.
Review and approve overall program of work, work plans, and modification of functional program areas for which the position is responsible.
Requirements

Specialized Experience Requirement for the 0301 series:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as one or more of the following: Worked as a program or project manager, or directly related position with responsibility for analyzing program data and information, preparing management reports, and coordinating a variety of administrative projects; Provided expert analytical and technical advice and recommendations on administrative matters pertaining to projects and operations; Prepared and evaluated reports, budgets, and analytical documents for senior level officials; Worked with program managers in preparing budget justifications to direct and redirect project funds; Wrote and managed grants and agreements for external funding to support a program.
For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined meeting all of the following: Worked as a senior specialist that required knowledge and skill in performing analytical, planning, and evaluative assignments concerned with the administrative and operational aspects of organizations, programs, services and management. Such work should demonstrate experience in planning and conducting administrative and management studies, evaluations, and improvement projects.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
Education
There is no substitution of education for specialized experience.
