Duties
As manager, the primary purpose of the position is to provide leadership and direction in the formulation and execution of activities within the Bend Field Office (BFO).
Establishes tasks and activities and plans future actions consistent with existing policies leading to orderly and efficient development, operation and management of resources for the BFO.
Makes timely decisions on major critical or controversial issues that are consistent with policies and goals, which result in orderly and efficient implementation.
Principal contact for irrigation water-user entities; local, state and federal agencies; tribes; and other entities such as special interest groups regarding matters related to the facilities, lands and resources managed by the BFO.
Ensures the adequacy of maintenance programs, operating procedures, and policies.
Works with irrigation districts and other water resource interests in developing short-and long-term programs to implementing water conservation measures.
Qualifications

To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience with (1) managing with water resource management in the operation and maintenance of water distribution and control systems, (2) working with water user entities and others in the assessment of complex water resource problems and opportunities including water supply and measurement, water distribution, system operation and maintenance procedures and techniques, and agricultural water use, (3) communicating, with a variety of individuals, groups, and organizations both inside and outside the water resource community, and (4) working with the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Clean Water Act, and other laws and regulations that affect the operations of Federal water projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/06/2024.
