You will serve as a Manufacturing and Quality Engineer in the Systems Engineering Department of NAVAIRWARCENAC DIV. The incumbent reports to the F-35 Joint Program Office (JPO) Production Execution Lead Program Manager (PM) and serves as the deputy manager of the Production Execution team. Your salary will be set in accordance with the established control point of this position which is $139,395 - $181,216.

Duties

You will ensure the program’s manufacturing management system promotes effective manufacturing planning, supply chain management, design for assembly, manufacturing modeling and simulation, process capability analysis, and variation management. You will provide the Production Execution team leadership, prioritization, and career development, translating Air Vehicle PM strategies into an executable plan of action for the team members. You will lead the planning and execution of production technical reviews (Manufacturing Readiness Assessments, Production Readiness Reviews, Technical Interchange Meetings, and Program Management Reviews) with prime contractor and sub-tier suppliers. You will assess contractor manufacturing operations performance including manufacturing cost, schedule, production metrics, and process control and process capability. You will identify and manage production issues, risks, and opportunities including those at major and critical suppliers as well as synthesize critical production operations analysis to support leadership reviews and decisions. You will coordinate the review of contractor program policies, procedures, processes and plans and ensure that production plans are synchronized across the Air System including the Air Vehicle, Propulsion and other F-35 teams, as assigned. You will facilitate coordination between team members, other JPO teams, and external stakeholders to ensure an accurate, current and complete communication of F-35 production plans, progress, and performance. You will ensure effective contractor management of second source and sub-tier suppliers, including adequate JPO insight into international industrial participation while ensuring timely synchronization of activities/deliverables. You will provide Production Execution team representation at executive leadership engagements within JPO and contractor organizations as well as develop and present Production Execution briefings to all levels of JPO and DoD. You will provide Production Execution resource requirements inputs to Business Services and Financial Management representatives responsible for staffing plans. You will evaluate the impact of requirement changes on JPO staffing needs and communicates implications on effective production management which includes the development of effective Production Operations team management strategies.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12/13) grade level or pay band (DP-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working knowledge of the principles, policies, and practices of systems acquisitions and program management to plan, organize, and manage critical aspects of the demonstration, development, production, and/or deployment of systems, subsystems, and equipment; 2) Performing aircraft production, tooling, processes, build-to-packages, tooling data packages, production facilities, and prime contractor/sub-vendor relationships; 3) Utilizing Systems Engineering Technical Review processes; 4) Demonstrating knowledge in Earned Value Management, Risk Management and Aerospace Standards; and 5) Evaluating causes and effects of design, production, and developing workable alternatives to development, procurement, production, and reporting of deficiencies. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
