This position serves as a Federal Project Director for the Y-12 Acquisition and Project Management Office (NA-93) within the Office of Infrastructure (NA-90). NA-93 provides project and contract management of capital asset acquisitions and select other design and construction projects at the Y-12 National Security Complex with a fully integrated and staffed federal design and construction project oversight and contract management team.

Duties

As a General Engineer (Federal Project Director) you will: Provide overall project management, technical direction, and guidance to contractors to ensure that long range project plans are properly developed, including conceptual design, preliminary design and final design efforts, and that construction and production schedules are met. Represent DOE/NNSA in coordinating project requirements with other state, federal, and local governmental agencies. Assure that the regulatory requirements of other governmental agencies are properly incorporated as part of the planning, design, construction, and operational criteria for the projects. Ensure that projects are developed to design safety authorization bases and constructed in accordance with approved designs. Lead the Integrated Project Team(s) which consists of members responsible for coordination and resolution of issues associated with high hazard and/or technically complex projects in the areas of budget, work prioritization and performance, health and safety, environmental compliance, and safeguards and security. Review and evaluate design and construction progress in accordance with established performance baseline and technical requirements.

Qualifications

Applicants must have specialized experience and/or directly related education in the amounts shown in the professional and scientific qualification standards. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN/NN-3 or GS-13 equivalent. Specialized experience for this position is defined as: Experience individually overseeing, or leading a team of professionals, who are executing the design and construction phases of major, multi-year capital asset acquisitions or improvement projects. Examples of Qualified Experience: 1. Leading, managing, and/or monitoring interdisciplinary technical design or construction activities that involve large, multi-organizational teams. 2. Leading and/or managing project controls associated with project and/or program management activities at military installations, production facilities, or national laboratories. 3. Preparing and managing project budgets and schedules; validating contractor cost data for accuracy, completeness, and reasonableness; and reviewing contractor performance in controlling costs. Education

All applicants must meet the basic requirements of the General Engineer occupational series. Transcripts or other proof of required education MUST be included in application package.

General Engineer
Series 0801:

Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR;

Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree).
