Duties
As the Y-12 Field Office (YFO) Deputy Manager, you will:
Serve as the Chief Operating Officer for the Y-12 National Security Complex (NSC), which executes effective contract management and oversight to safely and securely maintain the nuclear weapon stockpile for the Nuclear Security Enterprise; provides enriched uranium for naval, research, and isotope production reactors; and supports nonproliferation activities to reduce the global nuclear threat.
Direct the implementation of environmental, safety, and health programs, to include interfacing with the Defense Nuclear Facilities Safety Board, complying with the National Environmental Policy Act (NEPA), implementing Integrated Safety Management Systems (ISMS) throughout the YFO, and leading governance implementation for Department of Energy (DOE) and National Nuclear Security Administration Site Assurance and Oversight.
Perform as the Contracting Officer's Representative (COR) for all programs, projects, business, nuclear safety, engineering, safeguards and security, environmental, health, and quality activities primarily at the Y-12 NSC. Participate in strategic planning activities related to procurement and acquisition.
Manage infrastructure and facilities program execution at the site and participate in the development of the facilities and infrastructure recapitalization program.
Implement site-specific Environmental Management (EM) funded projects, including those related to technical, fiscal, safety and health; manage environmental restoration projects and activities involving all aspects for cleanup.
Partner with NNSA weapon program managers in planning and budgeting weapons development production and dismantlement activities.
Perform Federal construction project planning and management for the site.
Review and advise on the contractor's Site Security Plans or equivalent. Oversee cyber security operations at the Y-12 NSC, implement DOE policy on foreign visits, and manage NNSA and Work-for-Others funded counterintelligence programs.
Supervise employees, including members of the YFO Leadership Team; direct, mentor, and evaluate staff; and approve multiyear work plans developed by subordinate offices and subsequently manage the overall work to enhance achievement of the goals and objectives.
SENIOR TECHNICAL SAFETY MANAGER (STSM) POSITION: The incumbent must be a qualified Senior Technical Safety Manager (STSM), or have the ability to qualify as the STSM under the Federal Technical Capability Program and meet the requirements contained in the General Technical Base Qualification Standard, the STSM Qualification Standard, and Functional Area Qualification Standards.

There are five ECQs:

ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
Describe your knowledge of and experience in nuclear operations, to include nuclear and disciplined operations, nuclear safety, nuclear safeguards and security, nuclear quality assurance, maintenance, and with program/project management principles.
Describe your experience or ability to provide leadership, direction, and technical oversight for a complex organization in the areas of nuclear weapon program production requirements (or similar, highly technical production), nuclear safety and security, work for other government agencies, emergency response, environmental management, and safety and health; to include large nuclear and hazardous non-nuclear facilities.
Describe your demonstrated experience to lead strategic efforts in governance of nuclear safety and security, production management, and site operations to ensure long term-viability of organizational and physical assets.
Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.
Education
You must meet the basic education requirements for at least one of the occupational series (0801 or 1301) identified below.
You are required to submit unofficial college transcripts as outlined in the Required Documents section of this announcement. Failure to submit transcripts will result in disqualification for this position.
To qualify for the 0801 General Engineering series, you must possess:
A. Degree --Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by
ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience --College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum --Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
To qualify for the 1301 Physical Science series, you must possess:
A. Degree -- Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience -- Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from
schools accredited by accrediting institutions recognized by the U.S. Department of Education.
