A successful candidate in this position will serve as a Supervisory General Engineer/Physical Scientist (Deputy Assistant Manager for ESHQ). The incumbent will serve as the NPO technical authority responsible for the formulation and implementation of policies, procedures, management systems, and controls to ensure risk-balanced and cost-effective approaches for ESH&Q activities.

Duties

As a Supervisory General Engineer/Physical Scientist (Assistant Deputy Manager for ESHQ) you will: Serve as a supervisor for a combination of engineers, scientists, or program/management analysts. Lead virtual teams, exhibit strong decision-making skills, lead by example (i.e., follows agency policies, conduct oversight, engage with teammates when help is needed), support peer Deputy Assistant Manager and ultimately the Assistant Manager for ESH&Q. Conduct walk-through inspections of the facilities and/or operations for the purpose of identifying hazards, incidents of non-compliance with standards and guidelines, and potential problem areas. Assure that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations. Monitor integrated and complex program performance involving unique equipment, illness/injury, facility designs, operations and processes, a variety of human factors, and dangerous operations and processes. Ensure contractor management control systems and procedures adhere to NNSA/DOE and national nuclear, radiological and/or industrial safety, environmental compliance, waste management and transportation safety program requirements, policies and practices, and contractual obligations. Assure that activities are performed within approved safe operating envelopes and in compliance with applicable orders, laws, and regulations. Serve as the primary interface between local NNSA/DOE management and the contractor, and maintain cognizance of all operational activities, both technical and administrative, in providing technical and policy guidance, direction and interpretation. Make contractor and site management aware of issues and concerns and recommends potential solutions to regulatory, technical and/or programmatic issues and requirements. Observe, appraise, and evaluate contractor performance through surveillance, field observations, and the evaluation of operational integration in production activities.

In addition to meeting the basic requirements, you must have one year of specialized experience equivalent to the next lower Pay Band or GS grade (NN/EN-03 or GS-13) in the federal service which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position is defined as: Experience leading oversight and technical evaluations in direct support of compliant Environment, Safety, Health, and Quality programs to include Waste Management and Transportation Safety at nuclear facilities or in support of nuclear operations. Examples of Qualified Experience that May Be Qualifying: Personally performed oversight activities (e.g., field observations of contractor work; inspections of contractor work) specific to ESH&Q disciplines at nuclear facilities or in support of nuclear operations. 801 Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure, 2. Written Test, 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A, 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. 1301 Basic Requirements:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.
