Duties
The Associate Chief Counsel (Finance and Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. The Field Operations function of Finance and Management (F&M) is responsible for supervising and coordinating administrative, program, and clerical support duties for all of Chief Counsel's field functions, located in over 50 cities nationwide.
As an Area Manager, you will be responsible for the direction and coordination of all administrative and clerical/program support services provided to Counsel offices nationwide. You will serve as one of several field Area Managers, and, as such, will be responsible for managing the delivery of F&M administrative and support services within an assigned geographic area and/or organizational component. Duties include:
Working closely with Counsel and IRS executives in the formulation, development and implementation of national and local policies and procedures to ensure the integration and coordination of Chief Counsel programs;
Directing financial and data management services in support of the Area's legal programs and personnel;
Providing leadership and guidance to the National and Field Executives and/or their representatives to identify client needs and expectations, and to resolve issues connected with the day-to-day provision of administrative support services;
Serving as a consultant and expert on program missions, changes, policies, improvements;
Exercising first-line supervisory authority over Area office administrative and support personnel.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
For GS-14:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Supervises a staff; provides expert advice to leadership on administrative and program management procedures in areas of facilities, personnel, and/or budget; conducts independent evaluations of administrative functions and recommends process improvements; implements improvements to complex management processes and systems; AND contributed diplomatically to the resolution of issues and/or conflicts between divisions within an organization.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Time in Grade Requirement for GS-14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
