This position is located at the VA Illiana Healthcare System, Danville, IL and is organizationally aligned under the Directors Office, Communications and Engagement team. The purpose of the position is to perform a broad range of activities necessary to maintain and support communications efforts across VA Illiana Healthcare System.
Duties
Major Duties:
Creates, designs, and reproduces posters, flyers, brochures, and booklets for facility services pertaining to patient and staff communication products. These products range from simple to complex and most are performed via computer, scanner, laser, and/or a color and copy machine.
Produces graphic displays to include cutting, mounting, and laminating.
Sets up, programs, and operates a computerized, high volume copier.
Responsible for equipment on the Equipment Inventory Listing (EIL).
Effectively communicates to assure customers are adequately informed of requirements and expectations.
Maintains inventory needed for duplication throughout the health care system and keeps supervisor informed of all inventory needs in advance of stock depletion.
Identifies and reports problems which negatively impact patient treatment and/or public relations in a timely manner through appropriate supervisor.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday; 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
GS-5 General Experience: Must have 3 years of General Experience with 1 year of which was equivalent to at least GS-4 that demonstrated the skills and creativity needed to use the tools or equipment associated with the work. Because talent and creative ability are vital to successful work performance, samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent should be credited based upon its relevance to the work of the particular position to be filled. To be qualifying, the work must have involved visual communication of information or the application of the principles of artistic design. OR,
GS-5 Substitution of Education for Specialized Experience: Must have a 4-year course of study leading to a bachelor's degree. Major study commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. OR,
GS-5 Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. TRANSCRIPTS REQUIRED
GS-7 Specialized Experience: At least one year of specialized experience, equivalent to the GS-05 level in the Federal Service, which equipped you with the competencies required to successfully perform the duties of the position. Specialized experience is experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Specialized experience also includes: Ability to independently plan, design and execute a broad range of visual material whose purpose is to communicate information pictorially for publication, exhibits, lectures, video production in support of the Health Care System's mission. Ability to utilize computer programs including desktop publishing and the ability to complete a wide variety of general and technical visual information work such as photographs, posters, brochures, manuals and camera ready material (i.e. newspaper ad, posters, flyers, brochures etc.) are designed and prepared. Ability to reproduce videos for patients/staff education or informational purposes. OR,
GS-7 Substitution of Education for Specialized Experience: One full year of graduate level education OR superior academic achievement. Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Superior Academic Achievement is based on class standing, grade-point average, or honor society membership. Class Standing Applicants must be in the upper third of the graduating class in the college, university or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point Average - Applicants must have a grade point average of 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major filed completed during the final 2 years of the curriculum. Election to membership in a National Scholastic Honor Society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Specialized experience also includes: Ability to independently plan, design and execute a broad range of visual material whose purpose is to communicate information pictorially for publication, exhibits, lectures, video production in support of the Health Care System's mission. Ability to utilize computer programs including desktop publishing and the ability to complete a wide variety of general and technical visual information work such as photographs, posters, brochures, manuals and camera ready material (i.e. newspaper ad, posters, flyers, brochures etc.) are designed and prepared. Ability to reproduce videos for patients/staff education or informational purposes. From beginning to end this involves live recording, audio transmission, tape editing and the final product. OR,
GS-9 Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree: Major study commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. OR,

Physical Requirements: The work includes standing, walking, bending, stooping, lifting, twisting, occasionally carrying up to 50 pounds and sitting at a computer terminal for extended periods of time.
