About the Position: This is a full-time civilian faculty position at the U.S. Army War College (USAWC) Strategic Studies Institute (SSI) as provided under Title 10 USC. Initial appointment may be up to three years, the first of which may be a trial period. The appointment may be renewed in one- to five-year increments. Academic rank and salary will be based on the selectee's academic credentials, experience, and professional accomplishments.

Duties

Serve as an expert and Research Professor of the U.S. Army Enterprise Studies. Examine the formulation of Army institutional strategies and the Army’s role, in conjunction with the Joint Force, in implementing national defense policies, especially in the realm of the development of landpower and its use. Serve as an expert on the U.S. Army’s institutional processes and how these relate to the development of an Army able to meet national security requirements. Conduct independent strategic analysis and research to develop recommendations for key national security objectives, focusing on Army transformation and future threats. Design annual research and publication plans, in consultation with SSI leadership, to address contemporary national security issues and how the Army might transform to address them. Provide analysis of emerging strategic issues and opportunities for the U.S. Army, including national security initiatives, national security and defense policy, strategy, and concepts, and strategy formulation procedures and systems. Perform research, write, and publish SSI studies, journal articles, policy-oriented essays, special reports, books and book chapters. Engage in and potentially lead collective (i.e., study group-based) cross-functional research and analysis teams. Respond to specific requests from the Secretary of the Army, U.S. Army Chief of Staff, Army Staff, Army Commands, Army Service Component Commands, Joint Staff, Office of the Secretary of Defense, or other elements of the Defense enterprise. Regularly engage and coordinate with senior military headquarters and external agencies on behalf of SSI, the USAWC, and the Army. Lead, organize, and implement SSI and USAWC professional collaboration, conferences, seminars, symposiums, workshops, and meetings. Engage in academic service (internal and external) in support of institutional research and education missions. Contribute to the USAWC educational mission with respect to the U.S. Army institution. Teach, lecture, advise fellow faculty, mentor student research, and assist education curriculum development with respect to the U.S. Army Institution.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Qualifications

Who May Apply: US Citizens This is a term appointment in the excepted service starting on or before 1 June 2025 and no to exceed 3 years. Qualification Requirements: Degree: behavioral or social science; or related disciplines appropriate to the position; or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the Qualification Requirements above, applicants will be rated on the following: SELECTIVE PLACEMENT FACTOR/KNOWLEDGE, SKILLS AND ABILITIES (KSAs): 1. Master's degree in public administration or public policy, history, economics, security studies, national security studies, international relations, defense studies, or related field is preferred. 2. A record of successful government service involving institutional policy and strategy formulation or non-governmental work of a similar nature and scope, such as with a think tank, media organization, or international organization. 3. Knowledge of Army (and DoD) institutional processes, U.S. national defense issues, defense policies, strategies, and federal budgeting processes. Additional expertise in non-military matters, including innovation, bureaucracy and/or change management, is desired. 4. Scholarly and/or applied research and publication in national security, defense or military policy and strategy, history, or related areas is preferred. Principal authorship of relevant work-related documents and advisory positions to senior leaders would also serve equally to demonstrate potential for future scholarship and applied research. 5. Ability to serve as a project team lead and/or a team member of collaborative research projects as well demonstrated ability to build a relevant professional network. 6. Ability to teach and develop curriculum at the undergraduate, graduate, ad/or senior service college level is preferred.
