The primary purpose of this position is to serve as a Engineering Technician (Mechanical) performing technical work for the organization in functions such as development, design, evaluation, inspections, production, application standardization, test, and operation of systems, processes, equipment and devises
Duties
Develops, evaluates, and proves-out software programs for sheet metal/machine manufacturing.
Works with managers and supervisors requiring technical support and assistance on techniques, process improvement, quality of work produced, and timely customer response.
Performs preparation/presentation of correspondence, reports, and briefings in a timely manner and coordinates projects with engineers/technicians in other disciplines.
Performs the development, coordination, implementation, and administration of a wide range of programming related functions
Complies with fire, health, safety, security, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications
This position is a developmental GS-09 target GS-11 position. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-09 level. This position is covered by a formalized training program and pay retention /150% of the maximum rate of basic pay whichever is less is authorized for candidates requesting a voluntary change to lower grade.
When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will
be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and
scope of duties and responsibilities for promotion.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technical Series, 0802. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:
· methods and techniques of engineering or architecture; and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes broad scope and complexity that requires application of demonstrated ability to interpret, select, adapt, and apply many guidelines, procedures and engineering principles and practices which relate to the area of specialization, and some knowledge of related scientific and engineering fields.

OR
EDUCATION: Two full years of graduate education or a Master's Degree
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed two full years of graduate education or a master's degree and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of mechanical engineering technician (programming) concepts, principles, and practices.
2. Requires a practical knowledge of mechanical, industrial, and electronic engineering principles to fully comprehend the machining process to be automated; the limitations of the equipment supporting these processes, and the use of the end-item being repaired of manufactured.
3. Knowledge of data processing methods and procedures with particular emphasis on the use of computer language required to operate and utilize CAD/CAM Systems.
4. Ability to visualize/define three-dimensional tool and part geometry relevant to conventional and multi-axis machine functions.
5. Must be able to evaluate a technical process, ascertain the relationship of the various discreet functions and visualize and/or comprehend the best way to integrate the various aspects in the generated program, all the while considering such factors as timing, cost constraints and efficiently of operations.
6. Knowledge of health, safety, and environment requirements as outlined in applicable standards, regulations, and/or technical orders.
7. Ability to analyze, interpret, and applies rules, regulations, and procedures in a variety of situations and recommends timely and economical solutions.
8. Ability to plan and organize work and coordinate with other mechanical engineering technician
9. Ability to communicate effectively both orally and in writing and maintain good working relations
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
