The primary purpose of this position is to troubleshoot, repair, overhaul, and maintain the mechanical, electronic, and hydraulic portion of a variety of multi-axis, computer numerically controlled, machine tools, and robots located in industrial production shops; maintain, sustain, repair a variety of conventional machine tools, power driven sheet metal machines, etc.

Duties

Performs design work for new construction, renovations, and improvements to facilities and equipment including utility systems, utilizing a technicians knowledge of mechanical engineering. Independently performs analyses and conducts studies of operation activities, facilities/utilities and manpower utilization covering a variety of work centers. Manages a specific technology in the Predictive Maintenance Program including technical assistance to lower grade technicians. Works to achieve and support quality improvement in all products and services. Participates in briefing, meetings, committees, boards, etc., and may be required to represent the Plant Management Division at conferences. Compiles with safety rules and procedures and performs work In manner that enhances the safety of the work environment. (Including fire, health, safety, environmental, etc.)

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Engineering Technical Series 0802 (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing mechanical engineering technical support to professional engineers, scientists and higher grade technicians in the accomplishment of specialized engineering projects. First Article testing and test support for various production programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Considerable knowledge of electrical engineering concepts, principles, and practices and familiarity with other engineering disciplines and architecture to devise new ways of accomplishing project objectives. 2. Considerable knowledge of standard accepted industrial engineering practices to combine work measurement studies from a wide variety of sources into a comprehensive study. 3. Knowledge of mathematics and statistical analysis techniques. 4. Knowledge of the operations, services, needs, and goals of management and their program(s) and the organizations studied or served, and related customers, functions, resources, and users. 5. Knowledge of electrical and construction maintenance and repair facility work processes and methods. 6. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders. 7. Knowledge of current automation technology and practices and 'the ability to evaluate the effectiveness of its use and provide assistance to others. 8. Ability to communicate effectively, both orally and in writing, and establish and maintain good working relationships. 9. Ability to independently plan, coordinate, and organize work to identify problems and develop innovative solutions. 10. Ability to read engineering and architectural plans and specifications. 11. Ability to research, analyze, interpret, and apply rules, regulations, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
