The primary purpose of this position is to perform nonprofessional technical work in functions such as research, development, design, evaluation, construction, inspection, production, application, standardization, test, or operation of engineering facilities, structures, systems, processes, equipment, devices or materials.

Duties

Independently carries out engineering projects requiring the investigation and solution of complex problems involving one or more areas such as research, development, design, evaluation, construction, inspection, production, application, standardization, test and/or operations of engineering facilities, structures, systems process, equipment devices and/or materials. Coordinates with various activities to determine project scope, conduct research into engineering and technical references, and provide advice to officials on technical problems affecting operations. Independently plans, designs, and conducts comprehensive tests and analysis of various complex systems and/or materials with regard to operational capabilities, performance, design deficiencies, and other related areas. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Series, 0802. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes examples of qualifying specialized experience include technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Requires an extensive practical knowledge of a wide range of engineering methods, principles, and techniques and the expert ability to apply this knowledge to very difficult and complex projects. Ability to apply precedents or previous approaches to similar projects in order to provide specialized requirements for some projects. Ability to plan and monitor projects so as to assure compliance with applicable objectives, standards, and requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of engineering technician practices, methods, processes, operations, and techniques. 2. Knowledge of current Computer Aided Design (CAD) technology and practices essential for the accomplishment of engineering technician work. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assignments. 4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 5. General working knowledge of financial control, budget systems and management, and standard contracting regulations, practices, and procedures. 6. Knowledge of the installation/command mission and organization. 7. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. 8. Ability to recognize, analyze, conduct research, interpret, summarize, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 9. Ability to plan, organize, coordinate, and execute multi-facet projects and/or studies with engineering disciplines within financial and time constraints. 10. Ability to communicate effectively both orally and in writing, negotiate, advise others, maintain good working relations, and meet and deal with customers using a high degree of tact and diplomacy. 11. Ability to originate new ideas, projects, studies, and methodologies. 12. Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
