The primary purpose of this position is to apply scientific, technical and business techniques in the performance of functions and studies related to programming and executing facility construction, repair maintenance; and to specify and install depot equipment, utilities and ancillary items.
Duties
1. Develops business case for new depot equipment, facility systems, and utilities; and for upgrade, repair and maintenance requirements of each
2. Develops, manages and conducts engineering and technical group related training programs.
3. Maintains surveillance over construction contractors to ensure overall compliance with contract specifications, schedules, etc.
4. Takes the lead in performing project management planning, design, and troubleshooting work for establishing new industrial workload plans and for modifying existing workload layouts as needed.
5. Coordinates projects with other engineering disciplines or with architects.

- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- Work may occasionally need to be performed on the swing or grave-yard shift.
- The work requires the incumbents to obtain and maintain the appropriate security clearance.
- Incumbent is required to comply with applicable safety directives. Unsafe conditions are to be promptly reported to the immediate supervisor.
- Work may occasionally require travel away from the normal duty station on a military or commercial aircraft. Incumbent may be required to perform some night shift and extended TDY to contractor facilities or operational sites.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the:
methods and techniques of engineering or architecture; and
construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive working knowledge and experience in use and application of technical or engineering concepts, principles, and practices applicable to the broad range of engineering related duties concerned with the design and construction project management of buildings and subsystems, supporting utilities, etc, and of depot process equipment, supporting utilities, etc.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive working knowledge and ability in communicating both verbally and in writing in technical terms with architects and mechanical, civil, structural, and electrical engineers.
2. Ability to translate and convert technical requirements into understandable written language from which managers and laymen can understand.
3. Ability to creatively modify existing and/or standard practices and to adapt techniques, procedures, and
equipment to solve a variety of technical and management problems is required.
4. Comprehensive knowledge of Government and Air Force contractual and funding rules, statutory regulations,
relationships and administrative procedures involved in developing and procuring construction, depot equipment,
services, technical studies, and engineering support.
5. Project management knowledge and experience, from concept to completion, for a broad range of facility and
industrial projects.
6. Ability to plan and organize work assignments to include determining material and personnel resources required to accomplish the mission.
7. Working knowledge in accessing and applying health, fire, safety, construction, engineering, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders.
8. Knowledge of analytical and evaluative methods and procedures and skill in evaluating site, facility systems, and industrial process to record and develop comprehensive plans, estimates, and options to ensure continued facility
integrity.
9. Skill in developing construction and equipment cost estimates using published cost data resources.
10. Skill in reading and understanding engineering drawings, use of symbols, technology, and accepted standards; and the equipment facilities, and systems of civil, mechanical, electrical, and architectural engineering disciplines using AutoCAD software.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
